President of Ukraine Volodymyr Zelensky addressed the nation, speaking about the clearance of debris and emergency work after the "shaheds" strike on Kharkiv and the results of consultations with military leadership and government.

Dear Ukrainians,

At this time in Kharkiv, the clearance of debris and emergency work are still ongoing after the "shaheds" strike. Four people were rescued successfully. Help is being provided to all those affected. Dozens of people have been evacuated. Over 20 buildings were saved from spreading fires. Sadly, there are fatalities. Among them are three children: a seven-year-old boy, a four-year-old boy, and a seven-month-old baby. My condolences go out to the families...

Russian terrorists will be held accountable for all their actions. History must record that those responsible for such killings will face consequences. And they will.

Today, I spent the entire day in consultations with military personnel, military leadership, and government officials. We are continuing to reorganize the command structure within our defense forces. Now people who are well-known in the army and understand what it needs are stepping up to take on new responsibilities. Battle commanders of this war whose experience will be invaluable at the general level.

The Deputy Chiefs of Staff under General Oleksandr Syrskyi have been appointed Colonel Vadym Sukharevskyy (his area is unmanned systems and the development of drone usage by our soldiers) and Colonel Andriy Lebedenko (his focus is on innovations, specifically the technological component of the army and combat systems). Clear practice in working with new technologies is needed. There are enough theories; everything must work in practice for Ukraine's goals and to maximize the safety of our soldiers' lives.

The Deputy Chiefs of Staff of the General Staff of the Armed Forces of Ukraine have approved candidates including Brigadier General Volodymyr Horbatyuk (his focus is operational work, staff operations, planning, management: every staff must fully understand the front), Brigadier General Oleksiy Shevchenko (his area is logistics, maximizing the quality of logistics in our army), and Brigadier General Mykhailo Drapatyy (he will be responsible for training and high-quality training of our military personnel). All real combat experience from battle commanders, battle brigades, and our units that have built a quality system for soldier training and evaluation and analysis of combat actions must be implemented to ensure the success of Ukraine's defense forces.

I also held detailed and wide-ranging consultations on Ukrainian arms and ammunition production—everything we are already producing and plan to produce. Drones, drone ammunition, artillery and ammunition, our equipment. Specifically—the development and support of mobile fire groups. Chief of Staff, commanders, government officials. Clear tasks regarding financing and speeding up contracts. Everything planned for the year will be completed.

And one more thing. I spoke with President of France Emmanuel Macron. These were very productive and necessary discussions. They are needed now. Such content in talks that strengthens us all—us throughout Europe. I informed Emmanuel about the situation on the battlefield—very specifically. About threats, our needs. We thoroughly discussed what would strengthen our soldiers. REB and PPO, artillery. Thanked him for the effective French "Cezar" systems. Discussed the current shortage of artillery ammunition and how we can address it. Ukraine values France's leadership in the "Coalition of Artillery," which is established within Ramstein and adds perspective to our defense against Russian attacks. We also thoroughly discussed a security agreement between our countries—security guarantees. The agreement is nearing completion. Teams are actively working, and we can reach an ambitious level that will be a strong signal to the entire global community. A signal that Europe knows how to protect lives and add security—for generations. Emmanuel, Mr President, thank you!
