President of Ukraine Volodymyr Zelensky addressed the nation, informing about several key meetings with the government and the implementation of Security and Defense Council decisions regarding the outcomes of military commissariats checks and general recruitment center operations.

A brief report for today.

First. The front line. I started the day with a selector conference call with military personnel, intelligence, and government officials. Situation on the frontline. Defense of positions, advancing forward – our offensive actions. Ensuring soldiers. We are actively forming new defense packages from partners. There will be news.

Second. Today I want to especially highlight our cooperation with Germany. Step by step we are fulfilling our agreements with Chancellor Scholz. Two new IRIS-T missile systems have been delivered to Ukraine. This is a powerful and very necessary air defense system. Thank you, Germany, for your help in protecting us from Russian terror!

Third. Traditionally at St. Sophia's Cathedral I received credentials from new ambassadors who arrived to work in Ukraine. Germany, Indonesia, Sweden, Chile, Colombia, Peru. Of course, today I spoke with all the new ambassadors.

Fourth. Several key meetings with the government. A separate meeting – with Prime Minister Shmygal. Logistics for Ukraine, for our producers. Export issues. Additional support for our defense. Strengthening Ukraine together with our neighbors in the European Union.

Then in an expanded format – head of government, minister of strategic industries and trade, minister of defense, minister of foreign affairs, relevant deputies from the office – we discussed the Defense Industries Forum. We plan this event for autumn. For the first time at a state level such a large-scale event will take place. Ukrainian and foreign arms manufacturers. Our strength. The strength of our partners. The whole world interested in ensuring that international law and humanity have an appropriate arsenal to protect against any terror... The world can be united by such a format of cooperation.

We plan the forum as the first fixation of achievements of our defense-industrial complex. To demonstrate what we are already capable of. To consider what we can add to our capabilities, especially through creating new production in Ukraine, through localization with partners. And also, of course, we need to give a new security impulse for everyone around the world who values their statehood and freedom as much as we do. Nations have the right to defense. We are building an arsenal of free world together.

Fifth today. As always. Gratitude to all those fighting for Ukraine, working for our defense. To each and every one – thank you! I especially want to highlight soldiers of the 117th Separate Mechanized Brigade. Oryhiv direction. Thank you for your strength, soldiers!

There is reason to thank special forces who are defending northern regions of our country. Junior Sergeant Kyrylo Melnyk and Captain Artem Chastikov – thank you, guys!

3rd Operational Brigade of the National Guard, 66th Separate Howitzer Artillery Regiment of the 406th Brigade and 3rd Artillery Battalion of the 44th Brigade. Thank you all soldiers for your accuracy and ability to destroy occupiers. And this is already twice an honor for me – to highlight soldiers of the 36th Separate Marine Infantry Brigade. Thank you!

And a few more things.

Today by my decree I implemented Security and Defense Council decisions regarding the outcomes of military commissariats checks and general recruitment center operations. Full replacement of leadership. Soldiers who have actually been in combat, who really understand how to select people for our defense forces – such soldiers will be leading territorial recruitment centers work. This system needs dignity. This system needs rationality. This system needs the ability to give the front exactly those people who can strengthen our defense.

In each combat brigade I visited this week – there are 16 of them – soldiers talked about problems with recruitment. The beginning of these problems — especially how military commissariats work. Their work will change and it will be due to combat officers.

I just signed one of the key laws that Ukraine needs to open negotiations with the European Union on our country's accession. Opening negotiations – already this year. A law guaranteeing transparent, professional and honest selection of Constitutional Court judges. Our state is closer to EU membership.
