In the second round of qualification, seven teams will join Belgium in the final stage of the European Championship for women's under-19s, as well as teams moving between leagues. The seeding during the draw for the second round was determined by the positions that the teams held in the first round.

In League A, 28 teams will compete in seven groups, including seven national teams that advanced from League B based on the results of the first round. The seven group winners of the second round in League A (and the best runner-up if Belgium finishes first in their group) will secure spots for the final stage, which will take place from July 18 to 30, 2023. Teams finishing fourth in their groups will start the season-2023/2024 round one in League B.

Teams in League B, including those that were relegated after the autumn stage from League A, will compete for spots to enter the first round of League A in next year's tournament in seven groups (three with four participants each and four with three).

As a reminder, Ukraine's women's youth national team secured third place in their group during the first round and retained their position in League A. Based on the draw results, Valeriy Palamarchuks' wards were placed in Group A5, where they will play against Denmark, Sweden, and Iceland.
