President of Ukraine Volodymyr Zelensky addressed the nation, speaking about our response to Russian rocket terrorism and a new declaration supporting Ukraine's Euro-Atlantic course.

"I wish good health, dear Ukrainians!

Here is today’s report.

The main result – 70 Russian rockets came in, most were shot down. "Kalibr", Kh-101 and others.

Thank you to all our air defense forces of the East, South, and Center commands. Well done!

I also thank our partners – for the missile defense systems we are using now. Every Russian rocket shot down is a concrete proof that terrorism can be defeated.

But unfortunately, we still cannot provide full security to our skies – there were several hits. Unfortunately, there are casualties. As of now, four people have been killed today due to Russian strikes. My condolences to the relatives and loved ones...

The energy workers immediately started restoration work. Maximum efforts – in central Ukraine, Odesa region, Zaporizhzhia region, Kharkiv region. In many regions – for system stabilization – it was necessary to switch to emergency disconnections. From Zakarpattia to Kyiv region, from Kirovohrad region to Sumy and Kharkiv regions. The most disconnections as of this evening – Vinnytsia region, Kyiv region, Zhytomyr region, Dnipropetrovsk region, Odesa region, Khmelnytskyi region and Cherkasy region. But we will do everything to restore stability.

Russian terrorism once again affects neighboring countries. Again – power outages in Moldova. And this once more proves that Russia's ability for such massive terrorist attacks is a threat not only to Ukraine, but to our entire region at least.

When one terrorist destabilizes everyone’s lives, it becomes a joint task – to stop terrorism.

Tonight I will speak about this in my address to the American Institute for Strategic Studies and all of our friends in the USA.

By the way, today's rocket attack by Russia marked another anniversary of signing the Budapest Memorandum. A document whose fate provides answers to many current questions about Russia. Signing something with these terrorists – there will be no peace. Agreeing with them on anything – it will definitely break. Giving up even an element of security to Russia means a new war.

That is why principled continuation of the policy of responsible world states is needed: only dismantling Russian terrorist capabilities, only liberating all our land and only holding killers accountable can bring peace. I believe we will get there.

Another result of today – we have a new declaration supporting Ukraine's Euro-Atlantic course. Already the third such declaration. Signed today with Montenegro. After Czechia and Belgium.

Step by step, we will walk this path – tipping the Euro-Atlantic balance in favor of Ukraine. And not just in words but in decisions. Decisions to support our accession to a collective security system.

And one more thing.

Finally, there is a special award for extraordinary people – Ukrainian volunteers. "Golden Heart". Today, in the volunteer community’s welcome speech, I named the first 50 collectives and individuals who will receive this new award soon. But this is far from a complete list of those who deserve it.

The state must know how to be grateful and thank people. This is exactly what we will do.

Glory to all who defend Ukraine!

Thank you everyone who helps our country stand up against Russian terrorism!

Eternal memory to those whose lives were taken by terrorists!

Glory to Ukraine!">
