On October 18 in Bucharest, the draw ceremony for the final stage of the 2023 European Under-21 Championship took place. As a result, 16 national teams were divided into four groups. The Ukrainian team, by the draw's outcome, ended up in Group B along with Romania, Spain, and Croatia.

An assessment of the Ukrainian team for the official UEFA website was provided by the head coach of Romania's U-21 team, Emil Şenoidă.

"The blue and yellow are returning to the final stage of the European Under-21 Championship after more than a decade. They have two appearances at this level behind them, with their 2006 participation being notable. The Ukrainian team reached the final, where they lost to the Netherlands."

"The Ukrainians rely on young talents from Donetsk's 'Shakhtar' and Kyiv's 'Dynamo.' These players secured second place in the group with France, Serbia, Faroe Islands, North Macedonia, and Armenia. Later in the playoffs, our neighbors eliminated Slovakia," — Emil Şenoidă explained.
