In the second round of qualification, seven teams will be determined that join Lithuania at the final stage of the European Championship for women's under-19 teams, as well as teams moving from one league to another. The seeding during the draw for the second round was based on the positions that the teams held in the first round.

In League A, seven groups will feature 28 teams, including seven teams that moved up from League B after the first round results. Seven group winners of League A's second round will earn tickets to the final stage, which will take place from July 15-27, 2024. Teams finishing fourth in their groups will start the next season's first round in League B.

Twenty-three teams in League B, including those that dropped out after the autumn phase of League A, will compete in six groups (five with four participants each and one with three) for spots in League A's first round of the next tournament. Lithuania will also play in League B despite having a guaranteed spot at the final as hosts.
