In the second round of qualification, seven teams will join Lithuania in the final stage of the European Championship for women's under-19 teams, as well as teams moving between leagues. The seeding during the draw for the second round was determined by the positions that the teams held in the first round in autumn.

In League A, 28 teams will compete in seven groups, including seven national teams that advanced from League B based on the results of the first round. The seven group winners in League A's second round will secure spots for the final stage, which will take place from July 15 to 27, 2024. Teams finishing fourth in their groups will start the 2024/2025 season's first round in League B.

In League B, 23 teams are competing across six groups (five with four participants each and one with three) for spots in League A of the next qualifying round. Ukraine will also participate in League B, although their place in the final is secured as hosts.

As a reminder, the Ukrainian women's youth team secured first place in Group V4 of the first round and will play in League A in spring 2024. Based on the draw results, Natallia Ignotovich's protégés have been placed in Group A4, where they will face France, Czech Republic, and Norway.
