President of Ukraine Volodymyr Zelensky addressed the nation, revealing the number of countries in our tank coalition and emphasizing the need for asymmetric responses to Russian terror.
"I wish health to all dear Ukrainians!
Today we endured another massive missile strike by terrorists.
An attack that fully confirms everything we have been saying to our partners since yesterday and from the beginning of our diplomatic marathon.
This evil, this Russian aggression can only be stopped with adequate weapons. Nothing else will make a state terrorist understand.
With weapons on the battlefield. With weapons that protect our sky.
New sanctions against Russia, that is political and economic weapons. And legal weapons — we need to work even more actively to establish a tribunal regarding Russia's aggression against Ukraine and for compensation of all losses inflicted by this war from Russian assets.
Every Russian missile against our cities, every Iranian drone used by terrorists — these are arguments why we need more weapons. Only weapons neutralize the terrorists.
And I am grateful to everyone in the world who is actually fighting terror alongside us.
Who is accelerating the supply of necessary defensive equipment to Ukraine and who is ready to intensify sanctions against a terrorist state.
In particular, we are expanding our tank coalition — there is a corresponding decision from Canada, for which I am grateful. Already 12 countries are in our tank coalition.
Today thanks to the air defense systems provided to Ukraine and the professionalism of our soldiers, it was possible to shoot down most Russian missiles and "shaheds".
This is at least hundreds of lives saved and dozens of infrastructure objects preserved.
And I thank our air forces, each and every one who last night, early morning, and throughout the day protected Ukraine from missiles and terrorist drones.
Especially I want to highlight soldiers of the 96th Kyiv, 160th Odesa, and 208th Kherson anti-aircraft missile brigades.
But alas, only with air defense systems it is difficult to ensure 100% protection. Especially when terrorists use ballistic missiles.
Today there were hits by missiles. Sadly, there are injured and dead. My condolences to all relatives...
To this Russian terror, asymmetric responses are needed. A new movement of our forces on the front is required. We need to inflict losses on the enemy's ground troops.
Whatever plans Russian occupiers had in mind, our preparation must be stronger.
We discuss this with partners and also at the General Staff meetings.
Today there was such a meeting.
In detail — about the situation in Donetsk. Bakhmut, Vuhledar, and generally the battle for Donbas.
I thank all our units that demonstrate the necessary resilience to Ukraine, exhaust the occupier, destroy him.
The more Russia loses in this battle for Donbas, the less will be its overall potential.
In detail at the General Staff we discussed what we need to prepare for in the coming months. We know what occupiers are planning. We counteract.
This concerns both arms and ammunition supply, as well as overall strengthening of our defense forces.
I held operational meetings today regarding the energy situation — about existing shortages and recovery after terrorist strikes. Repair teams are working at all points where there were hits.
As of now, electricity supply restrictions exist in most regions. The hardest situation is in Odesa region, Lviv oblast, Vinnytsia, Kyiv, Sumy and Poltava oblasts.
Energy workers, communal services, and everyone involved in stabilizing the energy system will do everything necessary to restore generation and technical supply capabilities. I thank all those who are engaged in this work.
I also thank everyone around the world who has helped or is helping Ukraine with energy equipment. To each country, company, and individual — to those millions of our friends who through United24 or other support tools demonstrate that Russian terror must lose.
And one more thing.
Sadly, I have to repeat this for those who did not hear well.
Any travel abroad by state officials, members of parliament, representatives of local authorities and other individuals authorized to perform functions of the state or local self-government — any such travel must be in accordance with a corresponding decision of the State Emergency Commission that you have all seen.
There will be no other travels abroad by officials or deputies during wartime.
I think this is fair.
I thank everyone who fights for Ukraine! I thank everyone who works for our country and society!
Eternal memory to each one whose life was taken by Russian terrorists!
Russia will be held accountable for terror.
Glory to Ukraine!»
