President of Ukraine Volodymyr Zelensky addressed the nation, outlining a fundamental task for our country and its partners and announcing a new package of defensive aid from the United Kingdom.

"Dear fellow Ukrainians!

Rescue operations are still underway in Dnipro to clear debris from the building destroyed by a Russian missile. I thank everyone involved in this rescue operation! To every firefighter, police officer, doctor, and volunteer! To all who have joined!

So far, 39 people have been rescued from under the rubble, including six children.

A total of 47 reports have come in about those who were inside the building at the time of the strike and whose fate was unknown. Information has already been clarified for 22 individuals. We know that there are 40 fatalities, among them three children. My condolences to all whose loved ones this blow took!

The Security Service of Ukraine has already begun establishing information about the Russian military personnel who prepared and carried out this strike. There is no doubt — everyone responsible for this war crime will be identified, held accountable.

This attack on Dnipro, as well as similar attacks, fall under the jurisdiction of the International Criminal Court. And we will use all available means — both national and international — to ensure that every Russian perpetrator, everyone who issues and carries out orders for missile terror against our people, receives a lawful sentence. And that they serve their punishment.

This is a fundamental task for Ukraine and its partners. I thank each one who supports our country on the path to justice.

By the way, today I spoke with Dutch Prime Minister Mark Rutte — he is among those helping Ukraine most, especially in matters of justice.

This was already our third conversation with Mr. Prime Minister over four weeks.

I am grateful to Mark and all Dutch people for their unwavering support and clear understanding that Ukrainians must defeat Russian aggression.

Today we discussed protection from Russian missiles and Iranian drones — we are doing everything possible to strengthen our air defense system.

And it is very important that this conversation took place the day before Prime Minister Rutte's visit to the United States.

What happened in Dnipro, what Russia is preparing for a new attempt to regain initiative in the war, and how the nature of combat operations on the front lines requires new decisions in defense procurement — all this only underscores the importance of coordinating our efforts — all coalition members supporting Ukraine and freedom. And accelerating decision-making.

Today — a good example from the United Kingdom. A new package of defensive aid has been announced — exactly what is needed. Tanks, other armored vehicles, artillery.

What we discussed with Prime Minister Sunak. Thank you to you, Rishi, and thank you to every Briton for your empathetic and timely support!

I chaired another meeting of the General Staff. The issues were exactly these. Interaction with our partners. Counteracting missile terror. Possible scenarios of enemy actions and our response to each.

There were reports from commanders, intelligence chiefs. There were also necessary decisions.

We examined the situation on the Donetsk front separately and in detail. Siversk, Bakhmut, and other cities against which Russia has concentrated its last best-prepared forces.

Also looked at the situation on the southern fronts of the frontline. We see what Russia is preparing.

Every day and every night we act to reduce the enemy's potential. Every day and every night — minus their stocks, headquarters, communications.

Today in Kyiv there was a new head of OSCE, Foreign Minister of North Macedonia.

Of course, we mainly talked about how to make the OSCE effective.

This is one of those international organizations that have significant potential but due to various reasons lack concrete action and decisiveness in critical situations.

OSCE can significantly increase attention and act accordingly regarding the deportation of our people from occupied territories into Russia. And regarding the situation with Ukrainian detainees. No international organization has yet found the strength to gain access to places where our detainees are held on Russian territory. This must be corrected.

I hope that North Macedonia's OSCE chairmanship will contribute to this.

From tomorrow, this week will become even more active in terms of our diplomacy.

The Davos forum begins — Ukraine will be heard on this global important platform.

At the end of the week there will be another meeting in the "Ramses" format. We expect principled decisions from our partners' coalition.

Important bilateral meetings are scheduled.

Every day of our diplomatic marathon brings Ukraine concrete defensive fruits. And I thank everyone who helps our country! I thank everyone working for the victory of Ukraine!

Glory to every one of our soldiers! Glory to all those fighting from February 24 and since 2014!

This week, on January 20, will be the Day of Honoring Defenders of Donetsk Airport.

Today we have already started remembering that defense, that heroism of our people. The battles lasted from May of the previous year. The last defender left DAP on January 23, 15 years ago. And the defense was such that the whole world could still see what Ukrainian resilience means.

I am convinced — the Ukrainian flag will return to Donetsk Airport and Donetsk, and other cities and villages of our Donbas and other temporarily occupied territories. Temporarily — this is a key word.

Ukraine will return its own and its people.

Glory to Ukraine!"
