President of Ukraine Volodymyr Zelensky addressed the nation, speaking about the second wave of terrorist attacks against our country and his participation in the work of the G7 Out-of-Rota Meeting.

"Ukrainians! Ukrainian women!

The enemy carried out a second wave of terrorist attacks against our state.

This morning — 28 rockets, with 20 intercepted. Over 15 drones, almost all — Iranian offensive ones. Most were shot down.

I thank all our air force fighters, ground troops and intelligence personnel involved in defending against these Russian attacks!

And by the way, according to military command, I would like to highlight soldier Dmytro Shumsky (anti-aircraft missile platoon of the 57th separate radio engineering battalion, Chernihiv direction) for yesterday.

On October 10, Dmytro Shumsky demonstrated excellent skills and reaction by shooting down two cruise missiles with a Stinger MANPADS.

One person saved dozens of lives. Thank you!

Restoration work is taking place quite quickly and effectively across the country.

If not for today's attacks, power supply, water supply, and communication would already be restored after what terrorists damaged yesterday. And today Russia will only achieve one more thing — slightly delaying our restoration.

Where there were destructions — everywhere new infrastructure will be built. Where there were losses — construction is either already underway or will start soon. Wherever the enemy had any hopes — there will be ruins of Russian statehood.

And I thank everyone who ensures restoration after terrorist attacks at their level.

Thank you to rescuers — over a thousand employees of DSNSS who immediately arrived on the scene and began clearing up the consequences of terrorist attacks.

According to the Minister of Internal Affairs, I would like to particularly highlight the selfless and resolute actions of Senior Sergeant Boris Shapovalov, commander of a detachment in Zaporizhzhia region; Sergeant Oleksandr Smyian, firefighter-rescuer, Zaporizhzhia region; Sergeant Yuri Lozinsky and Junior Sergeant Oleksiy Biletsky, respiratorists of the mining rescue unit, Kyiv city.

Thank you to all doctors who provided help to the wounded!

Thank you to all energy workers and municipal service employees — for a quality response and quick work.

I thank local government officials, heads of local self-governance and civil servants who worked together in true unity and excellently.

Now most cities and villages that terrorists wanted to leave without electricity and communication already have electricity and communication.

In some cities and districts, work is still ongoing. In some cities and districts, energy workers are applying temporary power supply restrictions according to a schedule — this is necessary exclusively to maintain the stability of the power system.

The government controls all this — we strive to restore normal conditions as quickly as possible.

I also thank all Ukrainians who yesterday heard and limited their own electricity consumption during peak hours — from 5 PM to 10 PM.

Thanks to our joint efforts, we managed to save on average one-tenth of the country's energy, which allowed the system to operate more stably. And our goal with you should be — saving a quarter of electricity exactly during these peak hours.

This is worth doing today and in the near future.

Please shift the use of energy-intensive technology to other hours of the day. This is easy for an individual person, and it gives a great result within our entire country.

I took part today in the work of the G7 Out-of-Rota Meeting convened by Germany at our initiative.

We discussed how leading democracies would respond to this new Russian escalation.

There should be a new wave of responsibility for Russia for such a new wave of terror. New sanctions, new forms of political pressure and new forms of support for Ukraine.

Tomorrow in the "Ramstein" format there will be a discussion on defensive support for Ukraine. I expect progress from partners regarding anti-aircraft and anti-missile defense, agreements on supplying new necessary weapons and ammunition to us.

A state-terrorist must not have any thought that it can achieve anything by any wave of terror.

Special task for intelligence — identify all those involved in these missile attacks against Ukraine, including schemes with Iranian drones.

Individual responsibility of terrorists should be as much as the state-terrorist's responsibility. We are working towards this.

I held separate talks today with the Prime Minister of Italy and the Prime Minister of Australia. I heard clear support, a clear condemnation of all manifestations of Russian aggression against Ukraine and international law.

We also have a detailed G7 statement, including on holding accountable those responsible for terror against Ukraine. Starting from today's political leadership of Russia to everyone who serves these terrorist interests.

Humanity and humaneness are stronger than any terrorists. I thank all who fight and work towards our victory!

And one more thing. Today we managed to free 32 of our soldiers from Russian captivity. We do everything for Ukraine — the possible and impossible. Thank you to everyone who worked on this result!

Glory to our wonderful people! Everything destroyed will be restored!

Glory to Ukraine!"
