Group Stage

Europe has 11 direct slots for the 2023 World Cup, another team will participate in the intercontinental play-off.

The nine group winners will go directly to the 2023 World Cup. The second-placed teams in each group will continue their fight at the next stage.

Play-offs

Nine teams that finish second in their groups will compete in a two-stage play-off.

The top three among the second-placed teams will have an opportunity to play directly at the second stage of the UEFA play-offs. Six remaining participants will fight for three spots in one-legged matches at the first stage. Three winners from the first round and three teams that qualify directly to the second stage will compete in one-legged matches to determine the top three finishers in the UEFA play-off.

The two winners of the second-stage UEFA play-offs with the highest ranking (criteria applied to group stage results plus second-round playoff results) will receive automatic slots at the 2023 World Cup, while the third-place winner will continue their journey in the intercontinental play-off.
