President of Ukraine Volodymyr Zelensky addressed the nation, informing about the preparation of the seventh sanctions package against Russia and the main goal of the occupiers' rocket terror.  

"Ukrainians! Ukrainian women!

Today, the European Union announced the first details of a new, seventh sanctions package being prepared against the Russian Federation, and the task of Ukraine's diplomats is to do everything to strengthen this package.

After Vinnytsia and other terrorist attacks by the Russian army, the occupiers should feel what it means to receive just retribution for terror. Especially through sanctions. Of course, our Armed Forces will also ensure their share of the response. The occupiers will not have peaceful nights.

The process of identifying all those responsible for the attack on Vinnytsia has already begun. Both at the national and international levels, we will do everything to make absolutely everyone involved in these crimes answer for them.

Today, the Minister of Internal Affairs informed me about the rescue operation that was conducted in the city. Almost two hundred people sought medical help. Four individuals are currently in critical condition, unfortunately. There are four missing persons listed as still unaccounted for. Efforts are being made on-site to clarify their fate. The list of fatalities has not changed so far — 23 people.

The minister also briefed me about the Russian army's attack on Mykolaiv this morning. Two institute buildings, a pedagogical and shipbuilding one, were destroyed.

There are no words in normal human language that can describe to what extent the Russian state has degenerated. This is a double crime — destroying educational institutions so there will be neither an education establishment nor new educators...

But let the terrorists not hope for anything from this. We will definitely restore everything they have destroyed. Every one of over two thousand educational establishments — all kindergartens, schools, institutes, universities. And most importantly — we will preserve our humanity and civilization. While Russian society with so many killers and torturers will remain scarred for generations due to its own fault.

The United States is preparing a defense budget for the new fiscal year — including additional assistance for Ukraine. This includes expanding the capabilities of our military aviation as well. This and other American aid to our country will significantly strengthen our defensive potential. This is important.

I would like once again to express gratitude to the American people, President Biden, and Congress USA for all the support we receive. By the way, in just two weeks, $3 billion was transferred into Ukraine's budget from the United States, which allows us to meet today's social needs of Ukrainians. America truly is a leader in global freedom protection.

Right now, as I record this address, almost throughout our country — air raid alerts are sounding. There is preliminary information about strikes — Dnipro, Kremenchuk, Kyiv region. The occupiers realize that we are gradually becoming stronger, and the goal of their terror is very simple — to pressure us with you, to pressure our society, to scare people, to inflict maximum damage on Ukrainian cities while Russian terrorists can still do it.

Therefore, I ask you once again: please do not ignore air raid alerts now. Appropriate rules of behavior must be followed always, especially at objects with public significance. Of course, we will come to the day when Russian terror becomes impossible. But for this, more time is still needed. More struggle is required. And we will fight.

I signed a new decree today on awarding our soldiers. 242 participants in combat operations were honored with state awards.
