President of Ukraine Volodymyr Zelensky addressed our partners, informing them about the Russian war crime in Vinnytsia and emphasizing the need to recognize Russia as a state sponsor of terrorism.
"Today I am addressing this appeal not to Ukrainians but to our partners. To the democratic world."
This day once again proved that Russia must be officially recognized as a state sponsor of terrorism. No other country in the world poses such a terrorist threat as Russia does. No other country in the world allows itself daily to destroy peaceful cities and ordinary civilian life with air-launched missiles and rocket artillery.
As a result of just one missile strike on our city Vinnytsia, 23 people were killed. Three children under ten years old. And this, unfortunately, is not the final count. The debris clearance continues. Dozens of people are missing in the list of those unaccounted for. Among the hospitalized are critically injured.
One of the missiles destroyed the medical center "Neuromed". There were people inside. Natalia, she is 40 years old. Tetiana, she is 32 years old. Volodymyr, he is 61 years old. Vera, she is 55 years old. I saw them among those unaccounted for. Can you understand, it was even unknown what had happened to the people who simply went into a medical center...
And if someone launched a missile attack on a medical center in Dallas or Dresden, God forbid, how would that be called? Would it not be terrorism?
Among those killed today in Vinnytsia is a little girl who was four years old. Her name was Liza. Four years for a child! Her mother is in critical condition...
Russia cut the life of this little girl just as an international conference on Russian war crimes was taking place in The Hague, Netherlands. A conference where it was decided what needs to be done so that every Russian soldier would be held accountable.
Can you recall any other terrorist organization that allowed itself such audacity? To kill precisely when its previous crimes were the subject of international discussion?
Russia showed this attitude towards both international law and Europe, and to all civilized world. After this there can be no doubt in anyone that a Special Tribunal on Russian aggression against Ukraine needs to be established as soon as possible. Also, a special compensation mechanism must work as soon as possible so that all Russian assets and funds in countries around the world should be confiscated and directed towards compensating victims of Russian terror.
It is absolutely necessary to introduce such restrictions against Russian energy exports as soon as possible so that terrorists cannot cover their expenses at the expense of the international community.
And I want to emphasize: this all is needed not only for Ukraine, not just for our citizens whose lives are threatened by Russian terror. This is needed for everyone in the world who values human life even a little bit.
Terrorism is a virus. And if any of the terrorists remain unpunished, it only encourages others.
This morning in Kyiv there was a ceremony honoring our defenders, who were awarded the title of Hero of Ukraine. I presented "Golden Star" orders to our soldiers and also to relatives of those soldiers posthumously honored with the title of Hero.
Overall during the full-scale war since February 24th, the title of Hero has been awarded to 157 Ukrainians, including 75 posthumously. State awards were bestowed upon over 23 thousand of our defenders and defenders, more than 3,500 - posthumously.
Hundreds of thousands of our soldiers every day and night hold back the Russian onslaught. Ukrainians are making one of the most significant contributions in history to the fight against terrorism. And we are grateful to everyone who helps us. To each country, international organizations, civic associations around the world, conscientious business, every person who cares.
But it is time for the democratic world to consolidate all this with appropriate legal instruments. The status of a state sponsor of terrorism for Russia. A Special Tribunal on Russian aggression. A special compensation mechanism that directs funds from the state sponsor of terror to those whom she wanted to destroy. And, of course, new sanctions against terrorism. New sanctions are needed as soon as possible.
And finally. I want this crew of the vessel from which "Kalibr" missiles were launched at Vinnytsia today to know for sure that prison is the best they can expect.
Eternal glory to all victims of Russian terror!
Eternal glory to everyone and every woman who defends normal peaceful life!
Glory to Ukraine!">
