"Ukrainians! Ukrainian women!
Our defenders and defenderesses!
It seems that in the world, attitudes towards today's Russian state are seriously changing. After what the world saw in Bucha when Russian troops withdrew.
Now everyone's attitude in Russia will be simple: either you support seeking peace or you support unjustified mass killings.
The killed Ukrainians and Ukrainian women in Bucha, Irpen, and other cities where Russian troops entered — this is the last argument. The last argument for every citizen of Russia to decide: are you for war or for peace? If for war, then you will be outcasts forever until the end of your life and eventually lose everything. And if for peace, if you have even a little shame about what Russian troops are doing in Ukraine, then now is the key moment for such Russian citizens: demand — demand — an end to the war. It's better to suffer some loss now by demanding peace than to be equated with Nazis for the rest of your life. This applies not only to any public figures in the Russian Federation, not only to businessmen but also to ordinary citizens.
Nazism has no future. Mass killings have no future. There is no future for anyone in Russia who does not demand an end to this shameful war and withdrawal of Russian troops from Ukraine.
It seems that the Russian leadership is genuinely scared that the world's anger over what was seen in Bucha will repeat itself after seeing it in other cities where we inevitably drive out occupiers. We have information that Russian military changed tactics and are trying to remove dead people from streets and basements in occupied territories. Dead Ukrainians. This is solely an attempt to hide evidence — nothing else.
But they won't succeed because too many were killed. They cannot escape responsibility. We already know about thousands of missing people without trace. We already know about thousands of people who may have been deported to Russia or killed. There are no other options for their fate.
The situation now is such that thanks to objective investigation, witnesses, satellite surveillance of events on the ground, and other tools that help establish the truth, we will uncover all circumstances regarding most of our missing citizens. Regarding most war crimes committed by Russia in Ukraine's territory.
If the world has started discussing whether it is permissible to call what Russian troops did in Ukraine genocide, then seeking the truth cannot be stopped now. This can no longer be reversed. One can only try to stop further aggression against Ukraine and thereby somehow mitigate damage for Russia's statehood and those personally who make key decisions in Russia.
If nothing changes, however, it is self-destruction. Self-destruction for all who choose to continue the war.
Today Western countries announced a new package of sanctions against the Russian Federation. New investments into Russia are blocked, restrictions are imposed on several systemic banks in Russia, personal sanctions are added, and other limitations are introduced. This package has an effective look. But it is still not enough.
But it can hardly be called proportional to the evil that the world saw in Bucha. To the evil that continues in Mariupol, in Kharkiv's shelling, and Russia's attempt to start a new bloody offensive on Donbas...
We will continue to insist on fully blocking Russia’s banking system from international finance. We will also continue insisting on one form or another of the democratic world's withdrawal from Russian oil exports. Oil export is one of the foundations of Russian aggression. One of the reasons why Russia's leadership can afford to take negotiations about ending the war and freeing Ukrainian territory lightly.
Some politicians are still unable to decide how to limit the flow of petrodollars and euro into Russia without putting their own economies at risk. But that is what people go into politics for — to solve such tasks, difficult tasks. To solve them quickly and decisively. If they cannot do it, then there was no point in starting political activity.
An embargo on Russian oil will still be imposed. The format will be found. The question is only how many more Ukrainians, how many more Ukrainian women Russian troops can kill before some politicians — and we know who you are — find a little courage to act.
It's good that the U.S. Treasury stopped Russia from using accounts in American banks and corresponding assets for servicing debt. This is significant, and I am grateful for it. But stopping the war requires much more.
If there won't be truly painful sanctions against Russia and if we don’t get the necessary military aid that we have repeatedly asked for, this will be seen by Russia as permission. Permission to go further. Permission to advance. Permission to start a new bloody wave on Donbas.
This can still be prevented. Such sanctions can still be imposed as Ukraine demands. As our nation demands. We can still get such weapons that will really stop this aggression. The West can do it.
Just like last year, preventive sanctions could have been applied to prevent the invasion from happening. If this mistake is made again and there are no preventive actions taken, then this will be an historic blunder for the entire Western world.
Today I addressed the parliament and people of Ireland. This country was one of the first to come to our aid after February 24th. And it is among those who show principled leadership in the European house, effectively and decisively pressuring Russia.
As a result of my address — we have good news: Ireland fully supports accelerated Ukrainian entry into the European Union. And will do everything to intensify pressure on Russia as much as necessary for this war to end.
Tomorrow I will address parliaments and peoples of Greece and Cyprus Republic.
Today in Kyiv, I held a meeting with Cabinet members. Key issues — implementation of the state budget and economic activity in our country. We must do everything possible to restore domestic enterprises' operations, trade activities, revive small and medium businesses across our territory where it is safe and generally feasible.
The economy is also a front on which we fight for our freedom, for our state, for our people. Therefore, we must constantly seek ways to adapt to existing circumstances. Now we need to be as creative and bold as possible in solving economic issues. This depends not only on officials and the central government overall. Overall, this also depends on all local level leaders, political and business communities.
We must together find necessary ideas and solutions for stabilizing our country's economy. If it is necessary to relocate enterprises from certain areas, we should do so. If it is necessary to update legislation and give businesses more room to develop, deputies need to quickly implement this. If it is necessary to create special conditions for people’s return, and the situation allows for safety in a specific territory, then every leader at any level must commit fully to doing everything possible to bring people back to such safe territories.
Today marks 42 days of Russian invasion. This is little in military history. But it's significant for an individual’s life. Right now many of our people who left their cities and communities after the start of Russia’s invasion may think about what next? Where to go next? Including Ukrainians abroad. Especially Kyivans and residents of other northern and central regions of Ukraine, who moved west.
And I call on all community leaders in those areas where there is no immediate threat from the enemy on the ground, to do everything possible for people to return, work, and economic processes to restart. For normal life to be restored — as much as safety allows.
This applies to the entire local government level — mayors, city council deputies. Look for solutions for each district, each region! Together with the government, together with us, the Office of the President, together with Verkhovna Rada deputies. A working economy is just as important as our brave and strong army.
Russian occupiers continue to accumulate combat power to realize their sick ambitions on Donbas. Preparing for renewed active offensive operations.
We, however, are preparing for further reduction of Russian military potential. Live forces and equipment. We will fight and not retreat. We will seek all possible ways to defend ourselves until Russia starts seriously seeking peace.
This is our land. This is our future. And we won't give it up.
I don’t tire daily of thanking each of our defenders, each of our defenderesses — all our Armed Forces, intelligence services, special forces, National Police, everyone who allows us to hope and believe in victory. To count on peace.
Sincere gratitude! Sincere respect!
And as usual before recording this evening address I have already signed decrees awarding our heroes with state awards of Ukraine. 168 servicemen of the Armed Forces and three servicemen of the Main Intelligence Directorate.
Eternal glory to everyone who defends Ukraine!
Eternal memory to everyone who gave their life for our state!
Glory to Ukraine!»
