We remind you that the conduct of congresses is regulated by the statutory norms of the Ukrainian Football Association (UFA), which comply with FIFA and UEFA requirements. The UFA Statutes clearly outline the procedure for convening an extraordinary congress, and according to it, holding an extraordinary congress on December 20 would be impossible in a legal manner. Since all decisions adopted at a congress convened in violation of the UFA Statutes will be illegitimate.

To examine proposals regarding the convening of an extraordinary congress for the implementation of the decision of the UFA Executive Committee, a working group to verify protocols and resolutions of UFA members concerning the convening of an extraordinary Congress of the Ukrainian Football Association was established.

The first meeting of the working group took place at the House of Football on December 7 of this year.

"During the meeting, we reviewed and analyzed protocols regarding proposals to convene an extraordinary congress that have already been submitted to UFA. We also examined protocols that have not yet arrived at UFA but were published in mass media outlets."

Regarding those protocols that show signs of non-compliance with the UFA Statutes and statutes of relevant members, we decided to send requests to regional associations asking for explanations regarding these facts.

As for specific protocols where there are signs of gross violations of statutory norms, we will be forwarding information to the UFA Administration with a proposal for further consideration by the UFA Control and Disciplinary Committee.

In addition, we decided to address relevant regional authorities. We will ask them to comment on available information regarding possible influence by representatives of state authorities on decisions made by certain regional football associations concerning the convening of an extraordinary Congress of UFA.
