President of Ukraine Volodymyr Zelensky addressed the nation, speaking about what depends on the stability of our country's energy sector.

"Ukrainians! Ukrainian women!

We continue to liquidate the consequences of today's terrorist attacks on our infrastructure. The geography of this latest massive attack is very wide: Volyn, Odesa region, Khmelnytskyi oblast, Kirovohrad oblast, Dnipropetrovska oblast, Rivne oblast, Mykolaiv oblast, Zaporizhzhia oblast and others.

The main target of the terrorists is energy. Therefore, please be even more careful than before about the need to consciously consume electricity. The stability of our country's entire energy sector depends on every city and region in Ukraine.

Please limit the operation of equipment that consumes a lot of electricity, especially during peak consumption times in the morning and evening. Please pay attention to notifications from local authorities and energy companies about when there may be stabilization blackouts on your street or in your area. Plan your day taking this information into account.

In part of our country's territory, where electricity was cut off as a result of today's attack, it has already been possible to restore power supply. Partially in Odesa region, partially on Khmelnytskyi, electricity has already been restored, Rivne oblast - most have been restored, there are also positive reports from other regions. But in many cities and areas, restoration work is still ongoing. We are trying to return the light to people as quickly as possible.

I want to thank everyone involved in this work: energy workers, communal service employees and local self-government officials, government officials and business that also helps. Together we are now showing that Ukrainian life cannot be broken. Even if the enemy can leave us temporarily without light, it will never succeed in leaving us without a desire to fix everything, restore and return to normal.

And even now — partially in darkness — life in our country, in our Ukraine, is still civilized. Unlike Russia, which brings us this terror. Over there, electricity is also chaos, as in ancient times. Only barbarians can bring such evil to the world.

I want to emphasize: neither this terrorist attack nor any other similar ones will stop our defenders.

Russian propagandists lie when they say that this terror against our infrastructure and people could somehow slow down active military actions or create difficulties for our defense. Ukrainians are united and know exactly that Russia has no chance of winning in this war. Our Defense Forces receive everything necessary to defend the country and every day — I emphasize, every day — advance.

Good results also demonstrate our air forces. Of course, we still do not have the technical capability to shoot down 100% of Russian missiles and attack drones. We will gradually get there — with the help of our partners, I am sure. But already now most winged missiles, most drones are shot down. Just in the first half of this day, 20 missiles were shot down — "Kalibrs" and Kh-101, also more than 10 Iranian "Shaheds".

Once again today I want to thank our soldiers — destruction units and air defense forces "West", "South" and "Center", as well as mobile firing groups of all Defense Forces for saving the lives of our people and preserving Ukraine's infrastructure.

We are preparing the groundwork to expand the global sanctions policy against all Russian propagandists, so-called thought leaders and representatives of show business who support or justify terror. The International Working Group on Sanctions Against Russia, led by Michael McFaul and Andriy Yermak, has prepared a Roadmap for Individual Sanctions and compiled an initial list of everyone involved in spreading narratives without which Russian terror is impossible. We need to clearly assess this "information-emotional" component of terror: the Russian army is losing and retreating on the battlefield, so the results of terror against our civilian population and infrastructure are presented by Russian propaganda as a substitute for military victories.

Also various Russian information officers and stars are involved in justifying the criminal attempt to annex our territory and mobilize for war against us, against Ukraine. Absolutely all such individuals must receive a full package of individual sanctions so that they can do nothing in the world. We are working on this.

Ukraine was very well represented this week in Frankfurt at Europe's largest and one of the world's largest book fairs. This is not just an event for publishing business and writers. It is one of the key European discussion forums and influential information events.

The First Lady of Ukraine presented there her projects to support education and cultural sphere. In particular, the initiative "Books Without Borders" — this is providing children of our forced migrants with Ukrainian language books. And also the project "Ukrainian Bookshelf", which has already been presented in 20 countries.

Overall, more than 40 Ukrainian publishing houses participated in the Frankfurt Fair, famous writers, publicists, historians. I thank everyone who worked in Frankfurt for hearing and understanding Ukraine there. Every contribution to global support for Ukraine is crucially important.
