The Ukraine team has been drawn into group 9 along with Slovakia and Estonia. 

Qualification Format 

Main Round Group Stage 

12 teams that qualified from the previous round joined 24 teams that directly advanced to the main round. 

The 36 teams of the main round were divided into 12 groups of three teams each. The 12 group winners and four best second-place finishers qualify for the elite round. The remaining eight second-place finishers qualify for the main round playoff. 

Main Round Playoff 

Eight teams are drawn into four pairs through an open draw. Winners (home and away matches) qualify for the elite round. 

Elite Round. Group Stage 

20 teams will be divided into five groups of four each, playing against every opponent at home and away. The five group winners qualify for the final tournament. The top four second-place finishers qualify for the elite round playoff. If a European association is chosen to host the final tournament, only the two best second-place finishers qualify for the elite round playoff. 

Elite Round Playoff 

Four or two teams form two or one pair. Winners or winner receive tickets to the final tournament.
