The tournament was organized at the initiative of the head of the Luhansk Regional State Administration and the regional military administration, Oleksiy Harchenko, with support from the Luhansk Regional Football Association and the Ukrainian Football Association.

Teams consisting of representatives who daily defend our country, stand guard over security and law enforcement, and work for the benefit of residents of Luhansk region participated in the competition:

— "Revenge";

— team of the Main Directorate of SBU in Donetsk and Luhansk regions;

— team of the Main Department of State Emergency Service of Ukraine in Luhansk region;

— team of the Luhansk Regional Prosecutor's Office;

— team of the Main Directorate of National Police in Luhansk region;

— team of VPO-SSKV;

— team of VPO region 13;

— team of Severodonetsk district;

— team of Starobilsk district;

— team of Svatove district;

— team of Shastinske district.

According to the regulations, participants were divided into two groups of four teams and one group with three teams.

Teams that took first places in their quartets, and one best second team played semi-finals. Teams that lost in semi-finals played for third place match, while winners met in the decisive game.

During the award ceremony, General Secretary of the Ukrainian Football Association Igor Gryshchenko addressed participants and guests of the tournament, presenting a national team jersey to the head of Luhansk Regional State Administration and regional military administration Oleksiy Harchenko:

"On behalf of the UAF I sincerely welcome all participants of this tournament! Especially symbolically that it is taking place today — on Constitution Day. We once again demonstrate: Luhansk region — is Ukraine!

The Ukrainian Football Association supports the initiative to make this tournament annual and traditional.
