A meeting of the UAF club licensing committee took place at the House of Football with the participation of the first vice-president of the Ukrainian Association of Football, Oleg Protasov.
The agenda included a review of issues related to compliance of clubs in the UPL with minimum licensing criteria according to UEFA's Club Licensing and Financial Fair Play Regulations, which were approved by the UEFA Executive Committee in 2022.
Committee members considered applications and relevant materials from Ukrainian top-division clubs for participation in UEFA club competitions, including a substantive report on the clubs' applications to participate in All-Ukrainian competitions among teams of OPFKU 'Premier League' clubs for the upcoming season.

Special attention was given to the peculiarities of club operations under current economic conditions during martial law, their financial stability, overdue creditor debt, and changes in financial activity strategy, primarily those clubs that are candidates for participation in UEFA competitions. Also noteworthy is the issue of mandatory support for women's football by all license holders, which has shown positive dynamics, with seven top-division clubs already having women's teams within their structure, while nine provide support to women's football clubs on contractual terms.

Information was also reviewed regarding new measures that come into effect on June 1, 2023, with regard to their further integration into the structures of UPL clubs. It should be noted that such changes will affect personnel-administrative (match organizers, licensed goalkeepers' coaches for first teams, licensed youth goalkeepers' coaches) and financial criteria.
Summarizing previous conclusions allows us to confirm mutual interest and constructive dialogue between the UAF and UPL clubs in terms of compliance with minimum licensing criteria requirements.
