President of Ukraine Volodymyr Zelensky addressed the nation, speaking about the possibility of opening our office of the International Criminal Court and a fair tax system for Ukrainians.
"I wish health to all dear Ukrainians!
Today is a day when in various formats we worked towards justice for Ukraine and Ukrainians.
The prosecutor of the International Criminal Court, Karim Khan, is visiting our country. This institution and this person will certainly play an historical role in holding Russian war criminals accountable.
Russia's genocidal policy against our people must have inevitable legal consequences for all those who planned, approved, and implemented such a policy. And I want to emphasize: it is not just about the perpetrators but also about the higher political and military leadership of the state-terrorist regime. Today we discussed this with Karim Khan during our meeting in Kyiv.
It's clear that this is no easy task. But answering for Russian crimes under these conditions precisely through the rule of law and by means of an international court will be one of the guarantees of long-term future security for both Ukrainians and other nations. We will ensure it.
We are approaching the opening of Ukraine's office of the International Criminal Court. There is already active cooperation in Ukraine between the International Criminal Court and the Office of the Prosecutor General. Special attention is given to such Russian crimes as the deportation of our people, including Ukrainian children. We will dismantle this entire genocidal system from its cogs to its architects and bring them to legal justice.
I chaired another meeting of the High Command today in an expanded format. The Security Service of Ukraine, Ministry of Defense, State Border Guard Service, and commanders of sectors reported. We are closely dealing with the situation on each front sector.
The hardest, as before, is Bakhmut and battles that matter for the city's defense. I will give just one example. Today we have High Command meetings quite often—minimum twice a week. The last meeting was on Thursday. And today General Sirskyi reported that since the previous High Command session, nearly 800 enemy casualties were inflicted in his sector alone.
Russia does not count people, sending them to constant assaults of our positions. The intensity of battles is only increasing. I thank all Ukrainian soldiers who defend our positions and destroy the Russian army despite this insane pressure from the occupier! Thank you each and every one who supports our soldiers!
Of course, we also discussed other sectors in Donbas as well as areas of responsibility for the «Tavria» and «Odessa» groups. General Moskalov reported on the situation around Kherson and the region. Over 30 Russian shelling attacks on Kherson Oblast today alone! Just down streets, just among people. My condolences to all who lost loved ones. Already four dead today. We will do everything to suffocate the terrorists.
General Nayev reported on the situation in the north and around the perimeter: control over the situation is in our hands.
As always, we thoroughly reviewed logistics for frontline troops and covering shortages.
We are preparing to return our soldiers to active duty for the liberation of our land. We remember this completely just goal and get closer to its realization every day. Ukraine will be free. All of Ukraine.
I met today with the Secretary-General of the Organisation for Economic Co-operation and Development (OECD). This is one of the most powerful global organizations that unites leading countries in the world. The countries where people truly want to live.
Our goal is full membership of Ukraine in this organization, as well as using OECD's experience for modernizing our state. We are opening an office of the Organization in Kyiv tomorrow.
Today we also talked about a fair tax system for Ukrainians—a transparent and simple one that balances stimulating business and economic growth with ensuring social justice.
I proposed to the Organisation for Economic Co-operation and Development to join our work on redirecting Russian assets towards compensating for losses caused by Russian aggression.
If anyone thinks this is an unrealistic task, then today, February 28th, we have completely concrete evidence that there are no unrealistic tasks for Ukraine.
A year ago, on the fifth day of full-scale invasion, Ukraine submitted its application to join the European Union. To obtain candidate status, this was the first step. We did colossal and incredibly fast work and received candidate status for Ukraine. This year we are set to reach a decision regarding negotiations on membership for Ukraine.
Another example. Today there was no deficit in our energy system. There were no power outages across the country. Thousands of people worked every day towards this result. They restored what could be restored after Russian strikes. Protected the energy system. Helped cities, communities, and people.
Of course, the threat still remains. Of course, we will fight and defend ourselves. We will certainly stand firm no matter what the enemy does.
Thank you each and every one who joined in accomplishing this task!
One more thing.
Today is the Day of Navigation Service of the Air Forces of Ukraine. The day of those specialists of our defense forces, without whom the effectiveness of Ukrainian combat aviation would not be possible. Thousands of successful sorties and successful air strikes on enemy positions are their achievement, our navigators.
I congratulate you, soldiers, with this holiday, wishing absolute dominance of Ukraine's Air Forces in Ukraine's skies! Absolutely just dominance.
Glory to each and every one who is now fighting for Ukraine!
Thank you all who are helping!
Glory to Ukraine!"
