President of Ukraine Volodymyr Zelensky addressed the nation, speaking about the situation on the front lines and the work to restore normal life in liberated areas.

"I wish you good health, dear Ukrainians!

We are going through an important preparatory week ahead of diplomatic activities in the second half of November. These are significant summits: 'twenties', ASEAN, NATO Parliamentary Assembly and some others. Ukraine's position will be heard around the world.

We also continue to work on extending our export grain initiative. We will add a permanent humanitarian component to our grain exports. Together with leading and most conscientious countries, we will increase assistance to those nations and peoples who are particularly suffering from food crises.

And already the first meetings have taken place, we have initial international agreements. In fact, together with partners, we are starting such cooperation that can become a basis for ensuring food security at a new level. For a long time it has been said that global coordination is needed to save the world's poorest countries from famine. And this very mechanism of coordination is now being worked out. I hope we will manage to implement it.

Today, I met with the US Permanent Representative to the UN, Ambassador Linda Thomas-Greenfield, and a significant part of our talks was devoted precisely to humanitarian issues. Because the more substantive our cooperation with partners is in overcoming various humanitarian problems, the fewer international disputes and crises Russia will use for blackmailing the international community.

We separately discussed with Ms Thomas-Greenfield our steps within the UN General Assembly and draft resolutions proposed by Ukraine.

It is very important - we talked about how to ensure access for UN representatives and Red Cross to Ukrainians and Ukrainian women held in Russian captivity. We use every day and every international opportunity to bring closer the release of all our people from captivity. We remember each and every one who is detained by the occupiers.

There has been a slight decrease in news from the front line in the information space for now. There are fewer reports than, for example, at the beginning of autumn. But this does not mean that the intensity of battles has decreased.

The situation is complex along the entire frontline. On certain sectors, fierce positional battles continue as before, and particularly difficult - also as before - in Donetsk. The activity of the occupiers there remains at an extremely high level - dozens of attacks daily. They suffer enormous losses, but their order has not changed - to come out on the administrative border of Donetsk. We do not give up a single centimeter of our land there. And I thank all our heroes who hold positions in Donbas.

Kherson region. We clearly understand what is planned by the enemy, so we act accordingly. Carefully, thoughtfully and in the interests of liberating all our territory. We strengthen our positions, disrupt Russian logistics, systematically destroy the occupiers' potential to hold southern Ukraine under occupation.

East. Step by step, we are moving towards restoring Ukrainian flags over all our cities and communities. We actively reinforce the border as well.

At the same time, work is ongoing on restoring normal life in liberated areas. Just over the past day alone, for example, in two regions of Kharkiv oblast, gas and electricity were restored to more than a thousand households.

Repair works are also continuing at all those energy facilities that suffered from recent Russian strikes. As of this evening, nearly 4 million Ukrainians in 14 regions and the city of Kyiv have been cut off from electricity supply. But most - according to stabilization schedules rather than emergency.

I thank everyone involved in energy, communal services, oblast administrations, local self-governments - all those who are restoring predictability for our people even under such conditions.

Today, the Ukrainian government adopted an important decision that will help us get through winter. Goods necessary during the heating season will be exempt from VAT and import duties. This should simplify and reduce the cost of supplying generators, batteries, transformers and similar equipment for energy and heat supply to Ukraine.

It is also important that sufficient volumes of gas and coal are being accumulated to ensure Ukrainians.

We clearly understand: turning winter into a weapon - this is the plan of a state-terrorist against our country, as well as against all of Europe. But we do everything to make this Russian plan fail too, just like previous ones.

And one more thing.

On Heroic Street in Kyiv, we unveiled the first plaque there. It is dedicated to Sean Penn. He was in Ukraine on February 24 and since that day has been doing everything he can to help us gather international support.

Heroic Street - this is not just a sign of our gratitude to leaders (political, civic and cultural) who defend freedom alongside Ukrainians, but also a reminder for all future generations of our people about how different people, forces and sectors united for our victory.

On Heroic Street will be represented the names of all leaders who personally supported Ukraine by coming to our land at the crucial time of full-scale war. When such a leader comes to Ukraine now, we unveil his plaque.

In total, dozens of names will be represented on Heroic Street. So far, in addition to Sean Penn, those already honored include: President of the European Commission Ursula von der Leyen, President of Poland Andrzej Duda, President of Latvia Egils Levits, Prime Minister of the United Kingdom Boris Johnson, Prime Minister of the Czech Republic Petr Fiala, Prime Minister of Slovenia Janez Janša, Prime Minister of Poland Mateusz Morawiecki, Deputy Prime Minister of Poland Jarosław Kaczyński.

I thank everyone who helps Ukraine!

Glory to every one and every woman fighting for our country!

Glory to our strong people!

Glory to Ukraine!»
