President of Ukraine Volodymyr Zelensky addressed the nation, speaking about the need to endure Russian energy terrorism and the preparation of sanctions against Russia in the IT sector.

"I wish you health, dear Ukrainians!

Firstly, I would like to congratulate on two professional holidays celebrated today. This is the Day of Rocket Forces and Artillery and the Day of Engineering Troops. Sincerely congratulate all soldiers, veterans, and relatives of our heroes serving in these troops.

Ukrainian artillery has become the strongest in Europe and one of the strongest in the world. It will always be so. Despite the physical superiority of enemy artillery — purely quantitative — our soldiers ensure better results. The advantage of our artillerymen is qualitative — skill, intellect, faith in themselves and their country.

And I signed decrees to honor two brigades with a special distinction — "For Courage and Bravery." This is the 43rd Separate Artillery Brigade named after Hetman Taras Tryzol and the 44th Separate Artillery Brigade named after Hetman Daniel Apostol. Thank you, boys, for your accuracy!

Ukrainian engineering troops — these are exactly those soldiers who make a life-saving contribution to advancing our units, thus liberating our territory. They create the material basis for troop movement and defense of positions — fortifications, bridges, camouflage, and much more.

I thank all units of these two branches of service, every soldier, relatives of soldiers, and everyone who supports them and helps them.

Today there were various talks and meetings throughout the day to strengthen our state. The President of Greece visited us, and the key purpose of the visit — defense. We received from Greece the first batch of armored vehicles, which is extremely necessary now.

We discussed military cooperation, strengthening sanctions against Russia, preparing a special tribunal regarding the crime of Russian aggression against Ukraine. Of course, we also talked about rebuilding Ukraine. For Greece, all this — a special topic. The community of Ukrainian Greeks traditionally lives in the south of our country, in many cities and villages, much of which suffered greatly from Russian strikes. Many Greeks lived in Mariupol, around Mariupol...

I hope for active support from Greece in our efforts to bring all Russian killers and torturers to legal accountability for what they have done against our people. And when we return the Ukrainian flag to all cities and villages of southern Ukraine, we will definitely invite Greece, its companies, and experts to participate in restoring normal life in this part of Ukraine.

Today I met with representatives of the US Congress — Senators Chris Coons and Rob Portman. Thanked them for their consistent bipartisan support and assistance that the United States provides our country. We mainly talked about an air shield for Ukraine, how to speed up the liberation of our territory.

We also discussed challenges in energy very specifically. Russian strikes on our energy infrastructure, on our power facilities do not stop any day. Last night Iranian drones attacked Kryvyi Rih. Such Russian terrorism must receive — and will surely receive — a powerful global response. I thank our friends in the United States who are helping with this.

Overall, across the country, there is damage to energy infrastructure in various regions — this is the scope of electricity generation and transportation that serves millions of people. As of now, about 4.5 million consumers are temporarily disconnected due to emergency and stabilization schedules. Specifically in Kyiv and ten oblasts: Kyiv Oblast, Dnipropetrovsk Oblast, Zhytomyr Oblast, Zaporizhzhia Oblast, Sumy Oblast, Kirovohrad Oblast, Kharkiv Oblast, Chernihiv Oblast, Khmelnytskyi Oblast, Cherkasy Oblast. Possible disconnections in other regions as well.

To endure Russian energy terrorism, to go through such a test — this is our national task, one of the main ones now. The fact that Russia resorted to terror against energy infrastructure speaks of the enemy's weakness. They cannot defeat Ukraine on the battlefield and therefore try to break our people in exactly this way — demean Ukrainians, hit the spirit of our nation, the resistance of our people. I believe that Russia will not succeed.

Now it is important for us to maintain our ability to act together. Therefore, today I want to draw attention to two things. First — local authorities. Please in all cities and communities of Ukraine monitor unnecessary use of electricity. Now is definitely not the time for bright shop windows, billboards, advertising, and similar lighting.

Also addressing energy companies — publicly, so that everyone hears this.

Please more actively explain to people when and why you are disconnecting one street or another neighborhood. Now is the time for such microcommunications. People have a right to know. And if consumers report any unfairness in energy supply, please respond immediately. Work together with local authorities.

If someone has no light for eight or ten hours while across the street everything is connected along with street lighting, this is definitely unfair. Everything must be done so that disconnections are predictable and completely understandable to consumers.

Specifically about energy challenges I spoke today with President of Moldova. Horrible consequences of Russian hybrid aggression feel all Europeans, and citizens of Moldova as well. We talked with Ms Sandu about what we can do together in the interests of our people and for the protection of our countries.

I also spoke today with President of Indonesia. The topic is clear — it's the G20 summit that will start soon. These are our efforts to prevent a food crisis. And I thank Mr President for support in this matter, for positive assessment of our efforts.

Today there is an IAEA conclusion — completely obvious. The organization's mission visited all the facilities that Russian representatives mentioned when telling their fantasies about so-called dirty bombs. We invited IAEA to check, we gave them full freedom of action at relevant sites, and we have clear and irrefutable evidence that no one in Ukraine has ever created or is creating any "dirty bomb." And the only thing that is dirty in our region now — are the heads in Moscow who, unfortunately, seized control over Russia and terrorize Ukraine and the entire world.

An important document was prepared and published today by an international group of experts working under Michael McFaul and Andriy Yermak. This is a document about absolutely necessary sanctions against Russia in the IT sector. This is what can really weaken Russian aggression potential. IT is used for rocket and drone terror, for military equipment production, for cyberattacks and disinformation spread. That is, it's one of the pillars of Russia's war against Ukraine and freedom around the world.

We propose a specific way to break this Russian IT pillar. I am confident that we will also accomplish this task — appropriate new sanctions on Russia will definitely be implemented.

And finally.

Today we managed to free from Russian captivity another 107 Ukrainians. Of them, six are officers, and 101 are sergeants and privates. The Army, Navy, Territorial Defense, National Guard, Border Service... Many of them were seriously injured. All are already receiving necessary assistance.

I sincerely rejoice that another 107 families saw their loved ones, and thank our entire team who made this exchange possible: intelligence services, Office, Security Service, ombudsman. We will definitely bring home all Ukrainians and Ukrainian women who are in captivity in Russia or on temporarily occupied territory. We remember every hero of ours.

Glory to everyone who defends our country! Glory to everyone who fights and works towards our victory!

On the front — boys are advancing. On grain — ships are going. As for occupiers — they too... after the ships!

Glory to Ukraine!"
