"Wishing health to all Ukrainians!"
I chaired today's meeting of the Supreme Commander-in-Chief - already the 27th since the start of Russia's full-scale invasion.
We discussed key defense issues: our active operations on the front lines, further liberation of territories from occupation, supply of ammunition and equipment, repair of equipment, other support for defensive forces, as well as preparations for winter. Of course, we also examined Russian military plans.
The Chief Commander, intelligence chief, operational commanders, ministers reported.
Every day and without any breaks, we work to accelerate the restoration of territorial integrity of our state. And at every meeting, we highlight the successes of our soldiers, the results that are achieved in liberating Ukrainian land. We always have an opportunity to celebrate together with all Ukrainians.
Based on this week's summary, I would like to note the soldiers of the 54th Separate Mechanized Brigade named after Hetman Ivan Mazepa, the 5th Separate Storm Battalion and the 10th Separate Mountain-Storm Brigade for their bravery and steadfastness in holding positions on the Severian direction. Also, the fighters of the 25th Independent Airborne Sicheslavsky Brigade for their decisiveness in liberating our territory, for exceptional energy. Thank you to all of you, soldiers!
The border guards of Chop's detachment have shown excellent performance and are now part of Ukraine's defensive forces protecting the country in Donbass. Today they stopped fierce enemy attacks - a Russian attack was repelled. Moreover, they managed to replenish our exchange fund. Thank you, boys!
Our air forces also have results today. A Russian strike fighter and a Russian military aircraft Su-25 were shot down.
Russian terrorists continued shelling on various fronts: Chernihiv region, Kharkiv region, Donbas, Dnipropetrovsk region, Zaporizhzhia and its region, Mykolaiv and its region... We respond to the occupiers. We respond strongly.
Overall across the country there were no emergency power outages today - it was possible to restore technical capabilities for electricity supply after Russian strikes that occurred over the week. However, the generation deficit still persists, so extremely careful consumption of electricity and stabilization restrictions must continue.
And please be especially cautious on roads during dark hours. There have already been many appeals, including from the National Police, regarding the need for pedestrians to wear reflective elements in their clothing. This is very important both for children and adults. But equally important is a conscientious attitude among drivers.
Now it's not just about adhering to speed limits but also reducing speed, especially at unregulated pedestrian crossings. Please take care of others' safety.
And by the way, I would like to greet all Ukrainian motorists - both civilian and military - on Motorist Day and Road Worker's Day.
Usually you are wished a good road. But I know that our path with you is not easy but it definitely leads us to our shared victory. Congratulations!
In the port of Chornomorsk, another ship has already been loaded for the UN World Food Programme. This bulk carrier carries 40 thousand tons of wheat for Ethiopia - a country facing an extremely dire food situation. Ethiopia is on the brink of famine. This problem is not just about rising prices but also physical scarcity of food.
We are ready to release this ship into the sea, as well as all others that have departed from ports in Great Odessa during the operation of the export grain initiative. But this wheat carrier for the UN World Food Programme and other ships with agricultural products are forced to wait because Russia is threatening the world with famine.
What does the world hear? That someone on a grain ship launches drones. At first, they talked about "war birds," then "war insects," now it's "war grain"... Wheat that kills Russian admirals. What can one say? In reality - sick people. But these sick people are again putting the world on the brink of a severe food crisis.
Russia is the sole culprit for rising food prices across vast territories from West Africa to East Asia. Russia is the reason why people, especially in Ethiopia, Yemen or Somalia, remain with catastrophic food shortages.
Of course, partners are trying to convince the terrorist state to ease up on its extortionate tactics. But is this realistic? So far, facts indicate that Russian leadership is more interested in exacerbating the food crisis than in fulfilling signed documents. And this, by the way, is an answer to all those who talk about negotiations with Russia.
The grain corridor is a very concrete example. There are currently 218 proofs that Russia does not want any real agreements. 218 ships waiting for the opportunity to transport food according to export contracts or enter Ukrainian ports. Week after week, Russia has blocked the grain corridor despite its own promises to partners and now it has completely closed it.
Ukraine will do everything on its part so that the export grain initiative continues to work. And I thank everyone who helps our state!
Thank you each and every one of you who fight and work for our victory! Thank you all who show concern for others in these circumstances!
Glory to Ukraine!"
