President of Ukraine Volodymyr Zelensky addressed the nation, informing about the possibility of another terrorist attack that Russia is preparing at the Kakhovska Hydroelectric Power Station and about talks with the Presidents of Germany and Switzerland.

"I wish you good health, dear Ukrainians!

Today I participated in the European Council meeting. The protection of Ukraine and our energy security were among the main topics at this summit. I informed my colleagues about new terrorist steps by Russia and about our needs to protect ourselves from this form of terrorism targeting our energy system.

Russian troops continue to strike our power plants with missiles and drones. Ultimately, such Russian treachery will fail. We are doing everything we can to obtain more modern and effective air defense and missile defense systems for Ukraine.

There will be a day when we will announce that the Ukrainian sky has become fully protected from Russian missiles, Iranian drones, and any other carriers of evil.

Russia tried to blackmail Europe with gas and oil, organized diversions on underwater pipelines and critically important cables in Europe, attempted and continues to attempt to freeze people... And what happened?

Russia has lost its weight on the European energy market that it had built up since Brezhnev's time, and will inevitably be treated as the most frozen international criminal. This will remain with Moscow for a long time after this Russian leader.

Russia is trying to destroy Ukraine’s energy system, make our people suffer even more, but only mobilizes the international community to help us even more and put even more pressure on the state-terrorist. And all of our expenses for protecting our energy facilities and restoring our infrastructure after Russian terrorist attacks will be compensated from Russian assets.

Each terrorist will personally answer for what they do. In court. And the state-terrorist will pay for its terrorism. With isolation, degradation, and assets—both state-owned and quasi-private individuals associated with this Russian regime.

Today I informed Europeans during the European Council meeting about another terrorist attack that Russia is preparing at the Kakhovska Hydroelectric Power Station. According to our information, the units and dam of the Kakhovska HES are being mined by Russian terrorists.

Now everyone around the world must act powerfully and quickly to prevent this Russian terrorist attack. The explosion of the dam would mean a massive catastrophe.

Of course, we understand that the occupiers do not care what will happen to Ukraine's territory. With such a terrorist act, they can destroy, among other things, even the possibility of supplying water from the Dnipro River to Crimea. The North Crimean Canal in case of destruction of the Kakhovska HES dam would simply disappear. And if Russia is preparing such an attack and seriously considering this scenario, it means that the terrorists clearly realize: they cannot hold not only Kherson but also the entire south of our country, including Crimea.

We all together now—everyone in Europe, world leaders, international organizations—must make clear to the state-terrorist that such a terrorist attack on the Kakhovska HES means exactly the same as the use of weapons of mass destruction. The consequences for Russia must be appropriate.

The world should respond preventively. This is key now. The principle of preventive response to security threats must finally become one of the basics of international policy.

Today I had a productive conversation with the President of Germany. Thanked him and the German people for their support in Ukraine's fight for freedom and for specific aid decisions for our country.

Germany became the first country to supply us with modern air defense system IRIS-T. We expect more such systems from Germany as well as other partners of ours.

I held talks with the President of Switzerland who arrived in Kyiv today. This is demonstrative for the whole world that Switzerland does not remain morally neutral when such a terrorist war is waged against Ukraine and all of Europe. Switzerland supported EU sanctions packages and provides us humanitarian aid.

We discussed very specifically today with Mr President issues related to rebuilding Ukraine and the possibility of Swiss investment in our economy and infrastructure development.

Also talked about compensation for losses inflicted on Ukraine by Russian terrorism. Grateful that $6.5 billion worth of Russian assets have already been frozen. This work needs to continue. And this is where Switzerland also cannot remain morally neutral.

Discussed separately and very specifically the possibilities of Swiss assistance with digitalization in Ukraine and restoration of telecommunications systems on liberated territories.

The situation at the front remains difficult, especially in Donbas—the same Bakhmut direction—and on some southern fronts. But we hold our positions. We defend our land. Gradually advancing, pushing back the enemy. And we will definitely secure victory for Ukraine.

In the evening I signed another decree awarding our defenders. Orders and medals were awarded to 148 defenders of Ukraine.

I would like to especially highlight today, according to our military command's report, soldiers from the 7th self-propelled anti-aircraft artillery battery of the 3rd anti-aircraft missile regiment of the 1039th anti-aircraft missile brigade. During another Russian missile strike, the battery carried out defense in northern Ukraine and destroyed an enemy missile in the Vishhorod district of Kyiv region. Thank you boys for excellent service and consistently good results! Every downed Russian missile is lives saved.

Tonight we have both downed missiles and downed Iranian drones. Sadly, not all are being shot down yet. There are hits, there is destruction. But we will do everything to give full protection to our sky.

Terrorists always lose. Freedom always wins.
