President of Ukraine Volodymyr Zelensky addressed the nation, informing about the meeting of the Supreme Commander-in-Chief Council and his conversation with French President Emmanuel Macron.

"Ukrainians! Ukrainian women!

First of all, I want to greet today two of our cities, beautiful and strong cities, on their day — Lyman and Dnipro.

Lyman in Donetsk region is still waiting for our flag, and this is inevitable — Ukraine always returns. We are demonstrating it well. All of Donbas will be free, safe, and happy again as it should be in Ukraine, everywhere on our land.

The Armed Forces of Ukraine and all those who defend our country, Special Operations Forces, our intelligence services, special forces, National Guard, police will bring peace to every corner of our state where Russia has brought only sorrow and suffering.

Peace will come, peace comes with the Ukrainian flag, together with our defenders.

Dear Dnipropetrovites! Your city has done so much for Ukraine's defense since 2014 and on February 24 that the history of our victory is also the history of Dnipro — this is absolutely deserved.

The lives and health of thousands of Ukrainian soldiers were saved in Dnipro. Hundreds of thousands of Ukrainians received shelter and help in Dnipro during the years of war. The front has always felt and continues to feel the support of Dnipropetrovites. I thank you all for this! And I wish you, as well as everyone else in Ukraine, one thing — a swift victory.

I chaired today's meeting of the Supreme Commander-in-Chief Council. Reports on the situation at the front from commanders of operational directions were given. Necessary decisions were made.

We discussed issues related to ensuring our military personnel. We heard a report by Defense Minister Reznikov about the results of the meeting in the "Ramstein" format. Thank you to partners for support!

The movement of our troops on various fronts continues. As of now, within active operations since early September, nearly 2 thousand kilometers of our territory have already been liberated.

Russian army is demonstrating the best it can these days — showing its back. And, ultimately, this is not a bad choice for them — to flee. There is no place and will be no place for occupiers in Ukraine. However, I emphasize once again: if anyone from Russian military or security forces fears returning to Russia now, we guarantee each one captured by our soldiers treatment according to the Geneva Conventions.

I spoke today with French President Macron. I informed him about our activity on the front and future prospects. We discussed in detail Russian provocations at Zaporizhzhia NPP and the need for immediate demilitarization of the station, immediate withdrawal of Russian military from there. We also talked to Mr. President about strengthening defense support for our state, increasing pressure on Russia, including sanctions pressure, visa restrictions for citizens of the RF.

In continuation of yesterday's agreements with Polish Prime Minister Morawiecki, I held a meeting as promised him regarding issues of supporting our Polish brothers this fall and winter, our energy cooperation with Poland.

I instructed to accelerate the reconstruction of the power transmission line from Khmelnytskyi NPP to the Polish city of Jarosław — the first rescue city. Thank you, Jarosław. I remind that this special title was awarded to Jarosław in spring for extraordinary help to Ukraine. We need to complete the reconstruction by December 8 and ensure Poland with the necessary amount of electricity.

Of course, all this is possible under the condition of maintaining normal control over Zaporizhzhia nuclear power plant by Ukraine. We are working for the necessary international decisions on this.

I also instructed the Cabinet to work out the possibility of timely supply of Poland with 100 thousand tons of energy coal now. We have sufficient amounts at this time and can help our brothers prepare for this winter.

Today, I greeted a delegation of British parliamentarians who arrived in Kyiv. Their talks with Office Head Andriy Yermak were very substantive. Among the most important — security guarantees for Ukraine, our interaction with Britain, as well as possibilities of our coordination in regions such as Latin America. We need to continue expanding our anti-war coalition.

Today's meeting with Timothy Snyder was very interesting and useful — a renowned historian, professor at Yale University, and great friend of Ukraine. Mr. Snyder has done much for the world to know and understand our country, people, history. His books are well-known among Ukrainian and international readers. And soon there will be another book that he is preparing now.

I was pleased to share some memories about February 24 and events of earlier times. We discussed the nature of Russian aggression, propaganda, and the evil created by occupiers. They will definitely answer for everything they have done on Ukrainian land.

Today I thank soldiers of the 15th Slavyansk Regiment of the National Guard of Ukraine who distinguished themselves on the Kharkiv direction. Well done!

I thank the soldiers of the 214th Separate Rifle Battalion for securing Balakliya, together with units of Main Intelligence Directorate, Special Operations Forces, special forces of the National Guard and police.

Thank you to all our defenders who have made these weeks a more tangible approach to what we need most — our victory!

Glory to Ukraine!"
