President of Ukraine Volodymyr Zelensky addressed the nation and spoke about the situation on the eastern and southern fronts, as well as a productive conversation with US President Joe Biden.

"Unbreakable people of the bravest country!

Today was a beneficial day for our state, for our defense against Russian aggression. Four presidents of friendly countries arrived in Kyiv—those who have been helping us since the first days. Those who did not hesitate to provide us with weapons. Who were not uncertain about imposing sanctions. And who are now pushing for stricter sanction packages against the Russian Federation at the European Union level. Poland, Lithuania, Latvia, Estonia. I was very glad to meet with the presidents today. The talks were fruitful.

It is important that the presidents visited Borodyanka in Kyiv Oblast, where they saw firsthand what the occupiers had done. For the presidents, this is another argument for insisting on truly impactful sanctions against Russia.

First and foremost, an oil embargo is needed. And a clear readiness of Europe to stop using all Russian energy resources. The European Union must stop sponsoring the Russian war machine.

The Western sanctions policy was reviewed today by a group of international experts led by Michael McFaul and Andriy Yermak. The group has been working for three weeks, consisting of international and Ukrainian experts who are assessing the implemented sanctions and how Russia is trying to circumvent them.

The group prepared specific proposals on how to eliminate sanction loopholes that Russia constantly exploits, and how to immediately strengthen sanctions so they have a tangible impact on Moscow.

I spoke today with US President Biden. Among the topics of discussion—holding all Russian military personnel and commanders accountable for war crimes. International cooperation for this purpose. We discussed a new package of defensive support for Ukraine. Agreed upon it. For $800 million. Weapons, ammunition, other assistance. Artillery systems, armored vehicles, helicopters. Truly grateful for the support! Also agreed to strengthen sanctions against Russia.

Addressed the parliament and people of Estonia. Thanked them for the help provided to Ukraine, including weapons. Also called on Estonia to join the post-war reconstruction project of Ukraine.

We are already cooperating with Estonia in the field of digitalization. And after the war, this can become an even larger-scale project. For restoring state and business digital systems, for cybersecurity. For restoring relevant educational institutions.

The Chief Prosecutor of the International Criminal Court Karim Khan visited Bucha. It is correct that a group of forensic medical experts from the International Criminal Court will begin work in the city. Accountability for Russian military personnel for war crimes—inevitable. We will bring them all to trial. And not just for what was committed in Bucha.

Overall, in the north of our country, in liberated areas, demining is ongoing. After the occupiers left behind tens of thousands of unexploded shells, mines, booby traps—lots of things. Therefore, everyone who wants to return home to a liberated territory should be extremely cautious and careful. And immediately inform the police and rescuers if you find any unfamiliar or potentially dangerous objects.

Combat reports for today are significantly different from previous ones. Russian troops have increased their activity on the eastern and southern fronts. They are trying to compensate for their losses. Continuing rocket-bombardment and artillery strikes. Deploying new columns of equipment. Searching for reserves. Trying to take civilians from the south of our country—i.e., in addition to so-called mobilization in certain areas of Donetsk and Luhansk regions.

All this aggressive activity by the occupiers mainly speaks to their uncertainty. That even with significant stocks of Soviet-era military equipment and a large number of soldiers whom command does not hesitate to use, Russian troops doubt their ability to break us, to break Ukraine. Well, we are doing everything to make those doubts come true.

And I am grateful to all our defenders, both men and women, who hold positions and teach Russian soldiers the idea that this war against Ukraine can only end in a strategic defeat for Russia—sooner or later.

Either Russian leadership will seek real peace, or as a result of this war, Russia will be forever off the international stage.

And before recording this address, as always, I signed orders to honor our defenders. State awards were bestowed upon 270 members of Ukraine's Armed Forces, seven posthumously, and also eleven employees of the Security Service of Ukraine.

Another decree conferred the title of Hero of Ukraine on two members of our Armed Forces. Posthumously.
