UEFA's Executive Committee met in Bilbao and adopted several important decisions.

In particular, the committee approved the format for qualifying to Euro 2028, which will take place at nine stadiums in Great Britain and Ireland. Twenty-four teams will participate.

Twelve qualification groups with four or five teams each will be formed. The tournament hosts (England, Ireland, Scotland and Wales) will also participate in the qualifications, seeded into different groups.

Twelve group winners and eight best second-placed teams will qualify directly to Euro 2028. Two places in the final tournament will be reserved for two host countries with the highest ranking that did not qualify as group winners or best second-placed teams after the completion of the qualification group stage.

The remaining places will be distributed through a play-off between second-placed teams in qualifying groups and League A winners from Nations League 2026/2027 who did not qualify for Euro 2028.

Depending on the number of licenses received by host countries, the number of places in the final tournament to be contested through play-offs may vary from two to four under one of three scenarios:

1) Both reserved qualification spots for hosts will be taken up: eight teams will compete on two paths for two places in the final tournament, with one-legged semi-finals and finals.

2) One reserved qualification spot for hosts will be taken up: twelve teams will compete on three paths for three places in the final tournament, with one-legged semi-finals and finals.

3) Neither reserved qualification spot for hosts will be taken up: eight teams will compete in four home-and-away play-offs, and the four winners will advance to the final tournament.

The schedule of the tournament is expected to be published in autumn 2025. The regulations with all other details will be determined by the end of this year.

UEFA Nations League Final - Player Lists

The UEFA Executive Committee approved an increase in the maximum number of players that participating teams can register for the 2025 UEFA Nations League Final from 23 to 26, taking into account the end-of-season dynamics and increased activity during summer 2025.

The next meeting of UEFA's Executive Committee will take place in Tirana on September 11.
