President of Ukraine Volodymyr Zelensky addressed the nation, speaking about his visit to cities and communities in Dnipropetrovsk region and about the enormous damage caused by Russia's terrorist attack on the Kakhovska Hydroelectric Station.

"Dear Ukrainians,

Today was a very long, difficult day. Kherson and the oblast, Mykolaiv region, cities and communities of our Dnipropetrovsk region. Meetings, evacuations, international appeals.

Firstly, at all levels of state and local government, we are working to save as many people as possible from flooded areas. Evacuation is ongoing. Everywhere where we can rescue people from the flood zone, we do it. DSNSS, police, military – great job! To everyone involved, I want to thank you!

Secondly, on our free territory there are international organizations present, specific help. Specifically, this is the Ukrainian Red Cross and many others. I am grateful to every organization, every volunteer, every company that has actually joined the rescue operation.

And obviously, the absence of certain international organizations in the occupied territory – such as the International Red Cross – their absence means no help for our people on the occupied territory is simply self-destruction and wrong.

Thirdly. Russian terrorists are trying to make things worse by causing an eco-catastrophe. Absolutely consciously. They continue shelling Kherson and communities in the region already flooded by terrorists. They shell even evacuation points, which is a form of evil that no other terrorist group in the world has ever committed.

The occupiers have completely abandoned people on the right bank of the Dnipro in Kherson oblast. There, for two days now, disaster is spreading. And this is also an absolutely conscious choice by Russian leadership. No one in the world today would fail to see that Russia is run by non-humans. Non-humans who are themselves the greatest catastrophe on earth today.

We must do everything with our partners to show the world how it deals with such catastrophes and such terrorists.

The situation with drinking water in our cities and communities. Local leaders and government officials understand the order of steps. Decisions are made, resources are available, money is there. We will do everything to ensure people have drinking water despite this catastrophe. There may be discomfort, but we will do it all. I personally chaired a meeting today on water supply and safety in cities and communities of Dnipropetrovsk region – I was there myself. Kryvyi Rih, Mariupol, Nikopol, Pokrov and other communities – we talked about this.

The situation with infrastructure and natural damage. The damage from the Russian terrorist attack is huge, everyone understands that. But it must be understood that there are no alternatives except for maximum restoration and maximum reconstruction. Perhaps Russia will remain devastated after Putin, but not Ukraine.

And one more thing. Mandatory. Security. Constant communication with our military. Commanders – 'Khortytsia', 'Tavria', everyone involved on the hottest fronts. Donetsk region – very tough battles. But there are results, and I am grateful to all who ensure these results! Bakhmut – great job! Step by step. Thank you to every one of our soldiers! Avdiivka, Mariinka, the entire east, situation in the south, situation after Russian terrorists blew up the dam of our native Kakhovka – we see every detail. But announcing it – not today.
