President of Ukraine Volodymyr Zelensky addressed the nation, outlining a comprehensive strategic plan for reforming our law enforcement system and discussing the possibility of holding a summit in the format of Ukraine — Latin America.

"I wish health to all dear Ukrainians!

Today, I have an honorable and very pleasant task for this address — I have the honor to thank our soldiers and units that particularly distinguished themselves in defending the country since the beginning of this week.

OSUV "Khortytsia" — 3rd and 5th separate storm brigades, and 28th separate mechanized brigade named after Knights of the Winter Campaign. I thank all of you, boys — every soldier, sergeant, and officer for your extraordinarily successful actions in destroying occupiers. A very good result!

OSUV "Tavria" — soldiers of the 44th separate artillery brigade named after Hetman Daniel Apostol, 55th separate artillery brigade "Zaporizhzhya Sich", our glorious "fifty-ninth" (59th separate motorized infantry brigade named after Yakov Hanyuk), and 79th separate brigade of special forces — I thank all of you for your strength on the positions, in battles, for inspiring victory to Ukraine with your accuracy and courage.

OSUV "Odessa" — I thank the fighters of the 406th separate artillery brigade named after General Hetman Oleksiy Almazov for excellent results in destroying enemy concentrations!

I also want to highlight today the artillery units of the 63rd separate mechanized brigade — the boys know how to "minus" enemy equipment on the battlefield. Each of your accurate strikes, our heroes, is a life saved for Ukrainians. Thank you!

There are also units of our National Guard that deserve recognition this week. In particular — soldiers of the 1st and 14th brigades of operational purpose of the National Guard who together with all forces of defense and security of Ukraine protect our country in Donetsk, Luhansk regions. Thank you to you, national guardsmen, for your resilience and ability to use your reconnaissance and artillery to push back the former "second army of the world" lower and lower on the list of military powers.

Signed today a new decree awarding our soldiers state honors.

These are exemplary brave servicemen of our airborne assault troops. 134 soldiers. 25th separate air assault Sicheslav brigade, 46th separate aeromobile brigade, 95th separate airborne assault brigade, 132nd separate reconnaissance battalion, 148th separate artillery battery and 199th training center of airborne troops...

Each of these names, each unit — this is honor, pride of Ukraine, heroism of our people. Heroism that forever makes Ukraine free. By standing now, by liberating our land now, by giving victories to Ukraine now, every one who fights for Ukraine gives freedom to all future generations of our nation.

Never on our land will foreign flags reign and never will our people be given up to captivity. Resilience in battles today, strength in our active actions, courage and accuracy of our soldiers day and night — this is the independence of Ukraine that will always be. Which we strengthen and will continue to strengthen.

Today, as always, I was in touch with commanders and reconnaissance.

Conducted several meetings regarding our international efforts. Soon I will be able to announce very important news for our defense, for our relations with partners.

Met with a special advisor of the President of Brazil on international affairs. Discussed the possibility of holding a summit in the format of Ukraine — Latin America. Emphasized once again my invitation to the President of Brazil to visit our country and see the heroism of Ukrainians firsthand, our real readiness for peace for all Ukrainian land, for all our cities and communities that are now suffering from Russian terrorist attacks.

Our peace formula, which Ukraine offered to the world last year, has become even more relevant today. This is the only comprehensive and realistic plan for restoring calm not just to our people but also to all peoples of the planet who long for a life without aggression.

And one more thing.

Today, I approved a comprehensive strategic plan for reforming our law enforcement system — all law enforcement agencies and prosecution. This is a detailed document designed to last until 2027.

Simply put, we need to ensure such a justice and order guarantee system for our country that will meet the goal of Ukraine's rapid entry into the EU — adding to our readiness to achieve this goal and, importantly, ensuring the foundations of a new social contract that are clearly outlined now in defending our state.

Every element of the state system — law enforcement agencies first and foremost — must work so that people actually feel safe and protected, so that they actually feel justice, so that this is guaranteed at the institutional level, at the everyday work of those who are judged by people as representing the state. Trust in the state, trust in the state forms from trust in those who act on behalf of the state. Law enforcement officers, prosecution system — key to this. Of course, together with all others working in the state apparatus.

Ukraine must become and is becoming a place of strength for Europe and the entire free world. We need to ensure maximum security, freedom, respect for law, and humanity in Ukraine.

And this answers the question of what kind of Ukraine we are building after the war. A state that respects its people and is respected around the world. A country whose way of life is admired by all. The path to this begins now. Begins with actions, personal decisions of everyone who fights for Ukraine and for all Ukrainians.

Glory to all our soldiers who are in battle today! Glory to our wonderful people!

Thank you to everyone around the world who helps us, Ukrainians!

Glory to Ukraine!"
