President of Ukraine Volodymyr Zelensky addressed the nation, detailing a rescue operation in Dnipro and announcing an expansion of our sanctions against Russian citizens and other individuals who assist terrorism.

"Dear Ukrainians!

Today I have been receiving reports from Dnipro all day. Rescue operations are underway there, clearing debris. All necessary services are involved. Thank you to everyone participating in the rescue operation. I thank the State Emergency Service, police, and National Guard. I want to thank municipal services, our doctors, all volunteers, ordinary Dniprians who are helping.

As of now, the fate of over 30 people remains unknown, those who could have been in the building at the time of the terrorist missile strike.

Dozens of people have been rescued from under the rubble, including six children. We are fighting for every life! The rescue operation will continue as long as there is any chance to save lives.

Currently, 30 people are listed among the dead, including one child, a girl who was 15 years old.

There are reports that two children have lost their parents. My condolences to all those who have lost loved ones…

Since this attack, Ukraine has heard words of sympathy and support from many leaders, social activists, journalists, and ordinary people around the world. I thank everyone who did not remain indifferent! It is very important that normal people unite in response to terrorism.

But…

I want to say to all those in Russia — and from Russia, — who even now cannot utter a few words of condemnation for this terror… Although they see everything clearly and know it well…

Your cowardly silence, attempts to «sit out» what is happening will only end with these same terrorists coming after you one day.

Evil is very sensitive to cowardice.

Evil always remembers those who fear it or try to bargain. And when it comes for you, no one will be there to protect you.

I consider it right that today we are making a decision to expand our sanctions against Russian citizens and other individuals who assist terrorism.

Almost 200 — this list is carefully prepared, and each surname has a responsible motivation. Those who justify terror. Those who grease the wheels of Russian propaganda machinery. Those who tried to sell Ukraine somewhere in Moscow. This group will receive a full list of personal restrictions. We will do everything so that sanctions work at maximum possible scale — in Europe, around the world.

Responsibility for terrorism will be for all—for those who kill and for those who help them kill.

The work of the National Security and Defense Council on sanction lists continues, and soon there will be further decisions.

I want to thank our soldiers today, as always. All those who heroically and steadfastly carry out combat missions. Who hold our positions. And especially in the most difficult front sectors. The battle for Soledar, for Bakhmut, for all of Donetsk and Luhansk is ongoing without any pause.

Thank you to every one of our fighters, every soldier, sergeant, officer who understands how important it is to destroy the occupiers precisely on this front. Russia has made the battle for our Donbas cities a principle issue for itself. Our heroes are making this battle a principle issue in destroying the military potential of the state-terrorist.

Every day of Ukrainian steadfastness in Donbas and every success we achieve there — these are vital gains for protecting our entire country.

And one more thing.

Today the life of a great friend of Ukraine, a legend—Vakhtang Kikabidze—was cut short. There is much to say about him, and still not enough words to say all that should be said about him.

It is an honor for us that he was our friend. May his memory be eternal!

Glory to Ukraine!"
