President of Ukraine Volodymyr Zelensky addressed the nation, speaking about new terrorist attacks by the Russian occupying army and the stabilization of our energy system and protection of our power plants.

"I wish health to all dear Ukrainians!

Today was a long and difficult day.

In Kherson, four police officers were killed during stabilization efforts... Russian mines.

Among the deceased is the head of the police in Cherkasy Oblast, Mykhailo Kuratchenko, who was helping colleagues in the south. Explosive ordnance disposal expert Ihor Melnyk. K-9 officer Serhiy Nenada. Deputy chief of Uman district police department Vadym Perizhok. The lives of four more policemen are being saved by doctors.

Police forces together with all defense forces of our state are on the front lines now. And together with everyone they protect Ukrainians, and together they suffer losses... My condolences.

In Donetsk today, Russian troops carried out an attack on Kramatorsk, a very harsh one, absolutely calculated. Right at civilians. At ordinary people. At the market, elevator, gas station, bus stop, residential building. In the list of casualties as of now — ten people dead, many injured.

My condolences to relatives and loved ones... Eternal memory to all victims of Russian terror!

I chaired a meeting of the General Staff today. Reports from commanders, situation review on specific fronts.

Firstly about Donetsk Oblast, areas around Bakhmut and other hot spots. There is very fierce confrontation there, every meter counts.

I thank all our guys who are destroying the enemy right there day and night.

Of course, at the General Staff we paid due attention to Luhansk Oblast, Kharkiv Oblast, there were reports on the situation overall and along the borders.

Energy — this is a constant item on our daily agenda both at the General Staff level and in government.

I also chaired a meeting about stabilizing the energy system and protecting our power plants.

We are constantly increasing electricity generation and supply — adding more capacity almost every day. But it's important to remember — and for everyone to remember — that restoring 100% of the energy system, as it was before the start of Russian energy terror, is currently impossible. Time is needed. That’s why most cities and regions still have blackout schedules.

As of this evening, the largest blackouts are in Kyiv and the region, Lviv Oblast, Zhytomyr Oblast, Khmelnytskyi Oblast, Poltava Oblast, Vinnytsia Oblast, and Zakarpattia. And I thank all our energy workers, repairmen, businesses, communal service employees, and local authorities who are doing everything possible to ease the situation for people.

By the way, today is Local Self-Government Day. This holiday belongs to everyone who works directly with people and whose work almost determines everything in communities.

Like any government, local self-government has different kinds of people, of various personal qualities and views. And today I thank all those among them who at their level really protect their communities. Who can be trusted and to whom help is sought. Who truly cares about defense — within their responsibility — and prepares everything so that their community can more easily get through this winter.

We have a very important result today in France. The French Supreme Court upheld the decision to recover funds from the state of aggression for Ukraine's Savings Bank. The amount with accrued interest — almost $1.5 billion.

This legal process has been ongoing since 2015. Over six years of struggle, tens of thousands of pages of legal documents, dozens of hopes and no fewer doubts that some expressed... But there is this victory for Ukraine. Russia will be held accountable for all assets stolen from the Ukrainian state and companies.

This is the first victory in court by a state company against Russia regarding seized property in Crimea, and I thank everyone who made this result possible.

Today representatives of our Office and government also took part in a conference in America — a conference dedicated to establishing a special tribunal on the crime of aggression by Russia against Ukraine.

Not everyone in the world agrees yet that this tribunal will come into effect. But whatever they say, we will do our part and definitely achieve results for Ukraine and Ukrainians.

We are already preparing for events in the second half of the week — on the international stage. Important decisions for our defense will be made. We are doing everything to make them stronger.
