President of Ukraine Volodymyr Zelensky addressed the nation, speaking about the situation with electricity, heating, water supply, and communication, as well as Ukrainian initiatives to overcome the food crisis created by the aggressor.

"I wish you good health, dear Ukrainians!

Restoration work is ongoing throughout today — we are gradually restoring electricity, heating, water supply, and communication.

As of this evening, there are still problems with water in 15 regions.

The most difficult situation exists in Kyiv, Kirovohrad, Dnipropetrovsk, Lviv, Poltava, and Kharkiv regions. However, along with the restoration of electricity to critical infrastructure, we are also providing water supply and heating.

The situation with electricity remains difficult in almost all regions. But we are gradually recovering from a blackout — every hour we restore power to new consumers.

The most challenging situation is currently in the capital and 15 regions: Vinnytsia, Dnipropetrovsk, Zhytomyr, Zakarpattya, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolaiv, Odesa, Poltava, Ternopil, Kharkiv, Kherson, and Khmelnytskyi. Problems also exist in other regions.

Energy workers, municipal employees, businesses — everyone is doing their part to restore power. This is truly a national task — Ukraine is working together as one.

I thank the State Emergency Service and all our regional administrations for quickly deploying Resilience Points networks. A total of 4362 points have been launched in most regions so far.

This is not yet the final number — the network will grow as resilience points are supplied with generators and communication.

Please, if your city has been without electricity or heating for more than 12 hours, use our Resilience Points for help.

Help is also available at all police departments and State Emergency Service facilities.

Please, if you know elderly or lonely people who need assistance, do your best to help them in these conditions.

An important initiative has been launched by our partners in the European Union. The European Parliament together with a network of European cities have started the "Generators of Hope" program. This will allow us to use horizontal cooperation opportunities across Europe — with cities, businesses — and provide Ukraine with necessary energy equipment.

I thank Mrs. Roberta Metsola, President of the European Parliament, and all our friends in the EU who have joined or are joining.

Today I held another meeting of the Headquarters.

We analyzed energy and communication issues very thoroughly — from protecting the energy system against new Russian attacks to restoration work, and securing equipment and recruiting specialists.

Special attention was given to the communications system. No matter what terrorists planned, we must preserve our connection.

Russia wants Ukrainians not only to be without light and heat... Terrorists want to isolate us from each other and make us feel alone. This is a fundamental issue.

Additional decisions will be made regarding this matter. We are preparing them.

Of course, we carefully reviewed the situation on the front lines at Headquarters. No matter how difficult it may be, we hold key positions everywhere. Our boys bravely defend their posts. And there are directions where we are preparing to advance.

We monitor as occupiers try to redeploy additional forces. We do everything possible to "subtract" these enemy forces.

Almost every hour I receive reports of Russian attacks on Kherson and other communities in the region. This terror began immediately after the Russian army was forced to retreat from Kherson Oblast. It is revenge for those who lost.

They cannot fight. The only thing they can do now is terrorize. Whether it's energy terrorism, artillery attacks, or missile strikes — this is all that Russia has become under its current leadership.

Only the liberation of our land and reliable security guarantees for Ukraine can protect our people from any Russian escalations.

Today I addressed the Parliamentary Assembly of the OSCE — it is currently meeting in Poland.

I called for reforming this organization so that it can finally help restore security in Europe.

In the Parliamentary Assembly of the OSCE, decisions are made on the principle of long months of negotiations and convincing everyone absolutely to even remove a delegation from a state sponsor of terror. This is not how it should be. During such a war, during such terror, decisions against the sponsoring state must be taken immediately.

I hope that OSCE members will listen to Ukraine's appeal.

I spoke with the President of Israel. I informed him about the consequences of Russian energy terrorism and our country's needs in terms of communication.

We also discussed Ukrainian initiatives to overcome the food crisis created by Russia. I invited Israel to join our humanitarian project, Grain from Ukraine.

And, by the way, we already have specific agreements with various countries and leaders on how to make this initiative for supplying food to the poorest countries truly global. We will soon present all the details.

One more thing.

Today we managed to free another 50 Ukrainian soldiers from Russian captivity. Two officers and 48 enlisted men and sergeants. Fifteen of them were captured in Kyiv Oblast, on the territory of the Chornobyl Exclusion Zone. Seven were captured on Zmiinyi Island. Finally, they will all be home.

I thank Budanov, Yermak, Ussov, Maliuk, Lubinsky and everyone who helps.

And we will do absolutely everything possible and impossible to bring back every Ukrainian man and woman still held by the occupiers.

We have endured nine months of full-scale war, and Russia has not found a way to break us. And will not find it. We must keep going like this! United and helping each other.
