President of Ukraine Volodymyr Zelensky addressed the nation, speaking about the project to establish a special international tribunal for punishing Russia for aggression and about the acute situation in Donetsk.

"I wish health to all dear Ukrainians!

Today I held another meeting of the General Staff. The main focus was on the operational situation at the front line. We heard from the Chief Commander, commanders, intelligence chief, and defense minister. We discussed the use by occupiers of new weapons, including Iranian drones.

In a permanent working mode, we are providing our soldiers with arms and ammunition. All active actions of Ukrainian troops must be synchronized with the use of high-precision weapons. This is one of the basic priorities.

The situation is particularly acute in Donetsk. We are doing everything to curb enemy activity. It is precisely there that our main goal is now, as for the occupiers, Donbas remains their top priority.

Despite the obvious futility of war for Russia and the loss of initiative by the occupiers, Russian military command still pushes them into death. Continuous attempts by Russian forces to advance in Donetsk will likely go down in history as one of the most cynical slaughters of their own soldiers. When we see this, when we witness these offensives, we are once again convinced that Russian mobilization is a blatant attempt to give commanders on the ground an endless supply of cannon fodder. There is no other sense to Russian mobilization.

They feel they are losing and are simply trying to delay this moment, ensure some activity on the front line, put someone with weapons in place of those who have been killed.

Unfortunately, Russian society has not yet fully realized the brutality of its own regime towards its people. But we must do everything so that every citizen of Russia acknowledges that their state is depriving them of their most fundamental right—the right to life.

Today I spoke with Mark Rutte, Prime Minister of the Netherlands. We discussed the criminal mobilization that Russia is conducting, especially on occupied territory, trying to throw our citizens into death under the Russian flag. We also talked about fake referendums—the world's reaction to them and any further steps by the occupiers will be harsh.

I thank Mr. Prime Minister for his clear support and readiness to intensify sanctions pressure on Russia. We coordinated our steps in international organizations, discussed defense cooperation.

I held a meeting with Head of Government Denys Shmyhal. We summed up our international activity in September and the results of contacts with partners.

No matter how difficult it was, the state is fulfilling all its social obligations. We are working within Fast Recovery to return normal life to territories liberated from occupiers. We are taking necessary steps to prepare for winter.

I participated in launching a special investment fund to support our Ukrainian entrepreneurs and export-oriented companies. The fund has already attracted $125 million, and the amount will be doubled. This fund, Horizon Capital Growth—its name—is invested by the most reputable Western funds, banks, and institutions.

I thank everyone who prepared and implemented this investment project. And I believe that it can become a special signal for investors—a signal that investing in Ukraine's economy is possible and necessary now as we are on our way to victory.

Today at the Office, an important political-diplomatic event took place. Ambassadors from thirty countries—our partners—were presented with a project regarding the establishment of a special international tribunal for punishing Russia for the crime of aggression against our country.

The difficulty in bringing Russia to account for this crime lies in the lack of existing international legal instruments. A special international tribunal is needed, and we are carefully and meticulously working on this project. I have no doubt that a tribunal will be established. There will be accountability for everyone who unleashed this criminal war against Ukraine and freedom in Europe.

I thank all those who defend our country! Today, I especially want to honor the soldiers defending Ukraine in Donetsk. The fighters of the 93rd Separate Mechanized Brigade "Cold Stream" and the 10th Separate Mountain-Storm Brigade—for their heroic defense on the Bakhmut axis. And also I want to honor the soldiers of the 80th Airborne Assault Brigade for their decisive and intelligent actions in liberating our territory. Thank you, boys!

In total, 2135 fighters from these three brigades have already been awarded state honors.

Eternal glory to all who win victories for Ukraine!

Glory to Ukraine!"
