President of Ukraine Volodymyr Zelensky addressed our nation and spoke about new sanctions awaiting the aggressor from the international community, as well as about Kyiv's new role in the world.

"Ukrainians! Ukrainian women!

Today I will not take much of your attention. The day was very informationally dense. Briefly, I will go through the main points of my work on this Tuesday, the 41st day of Russia's invasion.

Continued active diplomatic work. Addressed the UN Security Council, which convened for a special session regarding war crimes committed by Russia in Bucha and generally in occupied territories of Ukraine. Said what needed to be said long ago in this format.

The UN Security Council exists, but there is no security in the world. For anyone. This clearly means that the United Nations at present cannot fulfill the functions for which it was created. And only one country is responsible for this — Russia, which discredits both the UN and all other international institutions in which it still participates.

So what does it mean when it says "participates"... It tries to block everything constructive and use global architecture to spread lies and justify the evil it is committing.

I am convinced that the world sees this. I hope the world will draw conclusions. Because if not, then there will be only one institution left in the world for ensuring state security — arms.

Proposed to UN Security Council members and all other countries that respect international law specific things that can change the situation. Including a global conference already in peaceful Kyiv to decide how the world architecture can be reformed considering everything Russia is doing, which still occupies a permanent seat on the UN Security Council inherited from the Soviet Union.

Also addressed parliament and people of Spain today. A country that supports our fight for freedom and preservation of democracy in Europe.

Discussed today also with President of the French Republic Emmanuel Macron about humanitarian situation in temporarily occupied territories of Ukraine. About how to help people in blockaded Mariupol. Also agreed that France will provide necessary technical and expert support in investigating crimes committed by Russian occupiers in Bucha and other cities of our country.

Preparing a new package of powerful sanctions against Russia for everything it has done against our people.

Now — is a principled moment, primarily for Western leaders. And this already concerns not how our people will evaluate the new sanctions and what I will say about them. This concerns how decisions on sanctions will be evaluated in their own Western societies. After what the world saw in Bucha, sanctions against Russia must be commensurate with the gravity of war crimes committed by occupiers. If after this Russian banks can still function as usual... If after this transit of goods to Russia continues as usual... If after this countries of the European Union will pay for energy resources to Russia as usual... Then political fate of some leaders will develop not as usual. I advise everyone now to feel that the moment is truly principled.

Preparing to receive soon in Kyiv with visits President of the European Commission Ursula von der Leyen and head of European diplomacy Josep Borrell. Working together in Kyiv — this will be positively evaluated by many people around the world. And not only in Europe. Because now Kyiv is the capital of global democracy, the capital of the fight for freedom for all on the European continent.

And I want to thank all our defenders, all our defender women for this being possible. For Ukrainian Armed Forces holding most directions where the enemy tried to break through deep into the country.

Most difficult, as in previous days, on Donbas, Kharkiv direction. But we continue doing everything so that our defenders and defender women have something to stop Russian troops with.

We are aware, that occupiers outnumber us numerically. That they have more equipment. We know about attempts by Russian leaders to gather new fools from among cadets of military schools, people with combat experience and reservists across Russia to send them all into another offensive.

But we have no other choice — the fate of our land and our nation is at stake. We know what we are fighting for. And doing everything for victory.

Today in Mariinsky Palace awarded military servicemen of Ukrainian Armed Forces with Orders "Golden Star" who were conferred the title Hero of Ukraine, as well as family members of military personnel posthumously honored with this title.

Now exactly in Mariinsky Palace, in White Hall where we always receive heads of foreign states, such important ceremonies will take place. We will demonstrate every time that our defenders and defender women deserve respect and honor at the highest level.

And from now on the White Hall of the Mariinsky Palace will be called the White Hall of Heroes of Ukraine. Also handed over Order "For Courage" to family of killed photojournalist Max Levin, who was vilely murdered by occupiers in Kyiv region. In life he made a significant contribution so that we all saw and knew what is happening in our country.

As usual before recording the evening address I signed decrees on honoring our military with state awards. 292 servicemen, of whom 57 — posthumously.

Eternal memory to all who gave their lives for Ukraine!

Eternal gratitude to every one of our defenders, every one of our defender women!

Everything for victory! Everything for peace! Everything for Ukraine!

Glory to Ukraine!"
