As of now, 21 participants in the final stage are known. Basket 1: Germany (hosts), Portugal, France, Spain, Belgium, England, basket 2: Hungary, Turkey, Romania, Denmark, Albania, Austria, basket 3: Netherlands, Scotland, Croatia, Slovenia, Slovakia, Czech Republic, basket 4: Italy, Serbia, Switzerland.

Three more national teams (will enter basket 4) will be determined in the spring after knockout matches involving group winners of the League of Nations. The play-offs will take place in three branches, Leagues A, B and C, following a one-off cup system with consideration for the ranking of participants according to the 1—4 and 2—3 draw (in semifinals the higher-ranked teams are home).

If the group winner of the League of Nations has already qualified for Euro-2024 through this tournament's qualification, its place in the play-offs goes to the next highest ranked team in that division. If there are fewer than four national teams remaining who can participate in knockout matches, the license is passed down a league with consideration given to the overall ranking in the League of Nations (priority — best-ranked team from League D). Thus, each of the three play-offs will have its own winner, which will become a participant in Euro-2024.

The formation of groups for the final tournament of Euro will take place on December 2 (7 PM), and the championship itself will run from June 14 to July 14, 2024.
