In the second round of qualification, seven teams will join Estonia in the final stage of the European Championship for girls under 17 years old, as well as teams moving from one league to another. The seeding during the draw for the second round was determined by the positions that the teams held in the first round.

In League A, 28 teams are playing in seven groups, including seven national teams that advanced from League B based on the results of the first round. The seven group winners of the second round of League A (and the best runner-up if Estonia finishes first in their group) will earn spots in the final stage, which will take place from May 14 to May 26, 2023. Teams finishing fourth in their groups will start the 2023/2024 season in League B.

Teams in League B, including those that were relegated after the autumn stage from League A, are competing in six groups (two with four participants each and four with three) for spots in the first round of League A in the next tournament. These will be awarded to group winners as well as the best runner-up.

As a reminder, Ukraine's women's team finished last in their group during the first round and was relegated to League B. Based on the draw results, Serhiy Sapronov's protégés were placed in Group V6, where they will play against Latvia and Bulgaria.
