The Football Association of Ukraine's Committee on Stadiums and the Safety of Matches has adopted a decision regulating the presence of away supporters at matches during a state of war.

The Committee on Stadiums and Safety of the Ukrainian Football Association has adopted a decision regulating the presence of away supporters at matches during wartime conditions.

In accordance with additional security measures, since the beginning of the full-scale invasion, the presence of away supporters at matches was prohibited. However, recently, supporters of visiting teams have increasingly appeared on stands, prompting the committee to officially regulate this issue. Specifically, procedures for entering the stadium and the responsibility of clubs for their actions before, during, and after matches have been established.

According to point 12 of Section I "General Requirements" of Additional Security Measures for Organizing and Conducting Football Matches in Ukraine During Wartime Conditions, the committee has decided to regulate the presence of away supporters and supplement its decision with provisions regarding the responsibility of visiting teams for the actions of their supporters as follows:

"The attendance of matches by organized supporters of a visiting team is not prohibited provided there is written agreement with the home club (match organizer). In such cases, the match organizer must provide at least 5% of the allowed number of spectators on the stadium — in an away or separate section, and also ensure sheltered seating for them. The responsibility for the actions of organized supporters of a visiting team lies exclusively with the visiting club.

The club is also responsible for the behavior of its supporters (including those identified by match officials), official representatives, as well as any other individuals performing certain functions on behalf of the club during the match."
