Participants from the first league are divided into four groups based on their regional distribution for the first stage.

Each group will conduct internal matches in a knockout format to determine two teams that will proceed further.

Fourth Preliminary Round

In this stage of the tournament, two teams that have passed all qualifying rounds and six teams from a higher league occupying 5–10 positions at the end of the last season will participate: «Shakhtar», «Ladomir», «Kryvbas», «Polsia», «Panthers», and «EMS-Podillya».

Four pairs will be formed, with the winners advancing to the quarterfinals along with the top four teams from the higher league of the 2024/2025 season: «Vorsklo», «Metalist 1925», «Kolos», and «Sisters».

Final Stage: Quarterfinals, Semifinals, Final
