President of Ukraine Volodymyr Zelensky addressed the nation, speaking about the need to preserve the memory of children who died as a result of Russian aggression and about the inevitable punishment for everyone who brought terror to our land.

The rescue operation in the city of Pidhirtsi on Dniproshchyna, where a Russian missile destroyed buildings, has now been completed.

25 people were injured, including five children. David, who is six years old, is in critical condition and hospitalized. Denis, eleven years old, is also in critical condition and hospitalized. Oleksandr, fifteen years old, is in serious condition. Liza, seventeen years old, is undergoing outpatient treatment. Kira, ten years old, suffered a mine or explosive injury and is receiving outpatient care. It's painful to see such reports.

Liza, two years old, was killed by this Russian missile. Likely an "Iskander." My condolences to the family and loved ones...

Russian terror has claimed the lives of hundreds of our children, and since February 24, during full-scale war, it is definitively known that 485 child victims have died. This number, which we can officially confirm, knowing the details of each child.

Unfortunately, the real number is higher. Every time we liberate our land from Russian occupiers, we learn the terrible truth about the occupation. About how many people, how many children are buried in graves on occupied territory—buried in this war, this aggression. And how many still lie under the ruins of Ukrainian cities and villages burned by Russia.

Unfortunately, we do not yet have complete information about hundreds of thousands of children who were deported to Russia. To date, thanks to various efforts, 371 children have been returned to Ukraine from deportation. While it is definitively known that at least 19,505 Ukrainian children were deported, this is only a part of all our little Ukrainians and Ukrainas still in the enemy's hands—whom we must return.

Today in our country—the day to remember children who died as a result of Russian aggression. Since 2014. Children who would be alive if a pack of bandits in the Kremlin, Moscow, did not feel themselves leaders who supposedly have the right to decide the fate of nations.

Each of these bandits will be brought to justice. I do not doubt this. All necessary legal institutions are working towards this result.

And today, on this day of remembrance, I want to thank everyone around the world who supports our efforts for justice. For punishing every person who brought terror to our land, who kills and deports children and adults.

I am grateful to all those in the world who help the work of the International Criminal Court, its team investigating Russian crimes on Ukrainian soil. And who helps us organize a special tribunal regarding Russia's aggression against Ukraine—the original crime that gave rise to all other terrible crimes of this war.

Let the verdicts against the Russians, whom they will one day hear as defendants—legitimate and just verdicts—be testimony that the world will still protect life, protect civilization. And that there will indeed come a time when children on Earth—Ukrainian and elsewhere—will be protected from such evil as Russian evil, and from such aggressions.

This is why it's so important for the force of justice, the force of accountability to be a powerful reminder of every life that was taken by Russia's evil.

And part of this responsibility—a necessary part—is sanctions. Sanctions from the world that compel Russia to pay the price for what it does. Sanctions that must limit Russia's ability to terrorize as much as possible.

Today I held a special meeting on sanctions. GUR, Foreign Intelligence Service, government, Office. We analyzed in great detail how Russia circumvents sanctions and who helps it. Various countries, various companies without which Russia could not produce weapons of terror, including missiles. Unfortunately, the state-terrorist is able to use technologies from around the world through a network of suppliers, manages to circumvent international sanction regimes.

We see every direction in which existing sanctions are being circumvented, every country whose territory or jurisdiction, or citizens, Russia uses to continue its terror. And we must close all such directions—together with partners—so that there is no free world product in Russian missiles and weapons of war. Necessary steps will be taken.
