President of Ukraine Volodymyr Zelensky addressed the nation, speaking about the Ukraine-EU summit and the third meeting of states-participants of our tank coalition.
"I wish health to all dear Ukrainians!
Today, another Ukraine-EU summit took place. It was held in Kyiv, our capital. We have quite specific agreements with our partners on how Ukraine will become even closer to the European Union.
This morning in Ukraine, like many others, began with an air raid alert. This day, like so many others, passed in extremely fierce battles at the front.
But still tonight we can say that Ukraine is moving towards its goal.
We have preserved Ukrainian freedom. We are defending the values of Ukraine. And we will achieve the goals of our state. The European goals of our state.
Today, this was felt very strongly during the summit. We speak and have been speaking as members of the European community. And we are working to formalize this de jure.
What exactly did we agree on today?
There is understanding that negotiations on Ukraine's EU membership can begin this year.
Our partners also understand that this year, as last year, we must continue to strengthen our country's defense support and pressure on Russia, especially sanctions pressure.
We talked today about the tenth package of EU sanctions currently being prepared. We have proposals regarding this package — we voiced them to our partners today.
We discussed changes in our state institutions that we are implementing and those we plan to implement. We also discussed financial cooperation. Of course, we talked about infrastructure restoration, especially social and energy infrastructure.
Also — the implementation of our Fast Recovery Plan, what needs to be restored right now.
I thank the European Commission for its decision on a billion euros that will be directed specifically towards Fast Recovery.
We are preparing greater integration of Ukraine into the EU internal market — this means more income for Ukrainian companies, more production and jobs in our country, which means stronger budgets at both state and local levels. That is what makes Ukraine truly stronger.
And it's very important to me that there are specifics even regarding such areas as, for example, replacing the system of children's institutions in our country with another system. A more civilized and child-friendly one, where unfortunately children do not have parental care.
Children should have a family. Raising children in family-type children's homes is definitely much better than the old orphanage system. We will make this reform together with the EU. An appropriate office will be created to oversee this reform, and preliminary agreements regarding this reform have already been outlined.
I have already reported on various agreements regarding our peace formula. These are specific ten points whose implementation would definitely allow us to restore territorial integrity and security not only for Ukraine but also for all of Europe and international order. That is, to restore everything that Russian aggression has destroyed.
Today the European Union officially supported Ukraine's peace formula. This is recorded in the summit's final statement. And we agreed on specific EU assistance in implementing our peace formula.
This is a significant diplomatic achievement. And we are doing everything to make Russian aggression self-destructive for Russia.
The situation at the front remains very tough, especially on the Donetsk axis.
I thank all our soldiers who endure the harsh pressure of occupiers, who clearly and fully fulfill their defense tasks. And even under such difficult conditions, as now at the forefront, they give Ukraine good news.
In particular, I thank the 10th Mountain-Storm Brigade for successful counter-offensive actions in Donetsk!
I thank the fighters of the 54th Separate Mechanized Brigade — for bravery and true Ukrainian resilience in battles for Donbas!
81st Separate Airborne Brigade and 66th Separate Mechanized Brigade — I thank you, boys, for defending Luhansk and steel strength!
And separately, I want to highlight our National Guard soldiers — the 3rd Operational Brigade of the National Guard. The guys who successfully "minus" enemy aviation in Donetsk. Thank you!
I thank everyone fighting for Ukraine! I thank every man and woman helping us defend against occupiers!
I thank everyone strengthening our international positions and helping us obtain weapons for Ukraine!
Today, I spoke in Kyiv with the Polish Minister of Defense — he, along with other partners and the Ukrainian Minister of Defense, took part in the third meeting of states-participants of our tank coalition. We are doing everything to get our soldiers modern tanks as quickly as possible.
And today, the United States announced another major package of defense support for our country. I thank President Biden, all friends of freedom in Congress and every American for this heartfelt support!
Now we must work together to deliver this aid to Ukraine as quickly as possible.
And one more thing.
There are new sanctions decisions by the National Security and Defense Council of our country regarding those who work for Russian aggression.
The corresponding decrees to implement these NSDC decisions have already been prepared.
And separately, I thank SBU, DIBR, National Police, and the Office of the Prosecutor General staff for new steps towards restoring justice after actions by those who did not understand that working in state positions means serving only the interests of the state.
Glory to Ukraine!"
