President of Ukraine Volodymyr Zelensky addressed the nation, speaking about the "Points of Resilience" and a conversation with European Commission President Ursula von der Leyen.

The key task today, as well as in other days this week, is energy. From Wednesday to today, the number of people experiencing power outages for system stabilization has been halved.

As of tonight, power cuts are ongoing in most regions and Kyiv. In total, over 6 million subscribers are affected. On Wednesday evening, nearly 12 million subscribers were cut off.

The biggest problems now are mainly in the capital city, as well as in Kyiv Oblast, Odesa, Lviv, Vinnytsia, and Dnipropetrovsk regions.

Please continue to conserve electricity in all regions as before.

If you do not have a power cut, it does not mean that the problems are over. If there is electricity, it does not mean that you can immediately turn on several powerful appliances. Please.

Yesterday, spikes in consumption were recorded, causing an increase in emergency outages. As before, we need to conserve energy now.

"Points of Resilience" are being rolled out across the country. However, I know that unfortunately not all local authorities have worked effectively on this. Many complaints in Kyiv, for example. In fact, only points based at DSNSS and the main railway station are properly equipped; work still needs to be done on others. Please pay attention. Kyiv residents need more protection.

As of tonight, 600 thousand subscribers in the city are cut off. Many Kyiv residents have been without light for over 20 or even 30 hours. I expect quality work from the city administration. No one will forgive profanity with Kyiv's "Points of Resilience." Please take it seriously. As well as lies in reports at various levels.

I was today in Vyshhorod, Kyiv Oblast. Where a Russian missile destroyed an apartment building and damaged buildings throughout the entire quarter.

Six people died there, dozens were injured. My condolences to the families of those who died. We are doing everything we can to help and we are helping.

I visited two "Points of Resilience" in Vyshhorod—on the DSNSS base and at a local school. They are equipped exactly as they should be.

Across the country, there are now over 4 thousand points, and it is the responsibility of every local leader to ensure that everything works properly for people in them.

I spoke today with European Commission President Ursula von der Leyen.

Thanked her for the decision to provide macrofinance on 2.5 billion euros. Agreed on an additional 0.5 billion by year-end and discussed preparations for a support package for next year.

Also agreed on new steps in energy support for Ukraine.

Today I also participated in the summit in Lithuania dedicated to developing the European idea.

Called on partners to take new steps towards our common victory and thanked Poland and Baltic states for their principled position regarding limiting the price of Russian energy exports.

I consider it entirely reasonable that partners propose introducing stricter limits on the price of Russian oil than was heard this week.

In the evening, I signed more decrees awarding our soldiers. 216 servicemen of the Armed Forces of Ukraine were awarded state awards.

I especially highlight fighters from the 71st Separate Jäger Brigade and the 24th Assault Battalion "Aidar" for their bravery, effectiveness in destroying the enemy and conducting counter-offensive operations. As well as border guards of Lviv and Mogilev-Podolsky battalions who steadfastly defend the Bakhmut and Avdiivka directions. Thank you!

Thank you to everyone fighting for our country! To those who do everything to suppress occupiers who, unfortunately, are shelling Kherson, Zaporizhzhia, and other of our cities.
