The meeting at the Football House was attended by first vice-presidents of the Ukrainian Association of Football Oleg Protasov and Vadim Kostyuchenko, executive director of UPL Yevgen Dikyi, president of PFL Oleksandr Kadetsky, deputy head of Kyiv's Military Administration Serhiy Klyvlin, representatives of the State Emergency Service in Kyiv and the National Police Department of Kyiv, representatives of the Committee on Stadiums and Safety of Matches of UAF, as well as representatives of clubs from UPL and PFL planning to hold their home matches in the capital, and representatives of the management of Kyiv stadiums where professional team matches are planned.
The day before, Ukrainian Minister of Youth and Sports Vadym Gutzeit, president of UAF, UEFA Executive Committee member Andriy Pavelko, executive director of UPL Yevgen Dikyi, and PFL president Oleksandr Kadetsky signed a document containing requirements for additional safety measures during football matches. These requirements were agreed upon with all law enforcement agencies that will participate in organizing matches during the state of war.
"I would like to thank everyone once again for the meticulous work done. At the request of President Andriy Pavelko, the Ukrainian Association of Football, together with all our partners, has carried out tremendous preparatory work for the start of a new championship. We have a document that regulates the organization and conduct of football matches in Ukraine among professional football clubs during wartime conditions. This document has been approved by all departments represented here today at the meeting. Kyiv bears special responsibility because it is here on August 23rd that the opening match of the championship will take place for the first time under a state of war, and immediately after it another match will begin in another stadium in the capital. We all need maximum concentration so that the first matches of the championship become an example for other cities," — said First Vice-President of UAF Vadim Kostyuchenko addressing the meeting participants.

"The document worked out by all of us contains certain safety requirements during football matches. I would like to draw your attention once again to the full implementation of all actions prescribed therein. In particular, during an air raid alert, the match must be immediately stopped and everyone present on the stadium should go into a bomb shelter until the end of the air raid alert. At each meeting before every match will be present a representative of the military administration, so if anyone has additional questions, you can get answers to them. We all understand the importance of resuming football competitions in wartime conditions, but at the same time I emphasize: the most important thing in such a situation is not the sports result, but safety," — stressed Deputy Head of Kyiv's Military Administration Serhiy Klyvlin.
