President of Ukraine Volodymyr Zelensky addressed the nation, informing about new facts of Russian rocket terrorism and updates to the country's power vertical.

"Ukrainians! Ukrainian women!

All our defenders and defenders-in-chief!

Every day, occupiers provide new grounds for recognizing Russia as a state sponsor of terrorism. Last night, they launched a rocket attack on a village in the Odessa region — seven 'Kalibr' sea-based cruise missiles against an ordinary village. These are not cheap or simple rockets — Russia spent heavily on them. And where did they strike? Ordinary farmland and a farm that is no longer operational, rural homes, outbuildings, a lyceum, a cultural center. No military sense whatsoever. This is just terror.

Fortunately, there were no casualties — people reacted promptly to the air raid warning signal. But six locals were injured, including a five-month-old child. She and her mother are receiving all necessary assistance. That's what Russian cruise missiles target. And how heartless must one be to carry out orders for such missile strikes on peaceful villages and cities! Even fish and crayfish in the Black Sea have more dignity than officers of the Russian fleet.

Over the past day, Russian shelling hit Nikopol and other populated areas of Dnipropetrovsk region, Kharkiv region, Mykolaiv, Kramatorsk — a cruise missile struck right in the city center there, Slovyansk, Toretsk, and other cities in Donbas. Many killed, many injured... Occupants shelled border regions of Sumy region. At the occupied Zaporizhzhia Nuclear Power Plant and in Enerhodar — new facts of terror against workers and local residents... No matter how much occupiers tried to hide, Ukraine's Armed Forces and our intelligence will ensure retaliatory strikes, and our state will identify each Russian criminal responsible for terrorism against Ukrainians.

Increased American support for Ukraine, additional help for people from Russian terror, meeting humanitarian needs — all this is the task of First Lady Olena Zelenska's visit to the United States. Today, on the second day of her visit, she met at the White House with First Lady Jill Biden. President Biden, Vice President Kamala Harris and her husband came to greet the First Lady of Ukraine. I am grateful to the presidential couple of the United States, all representatives of American administration, and every American family for their warmth towards our country and people.

And I expect tangible results from this visit of the First Lady for Ukraine in cooperation with America. This is important right now. Already there were meetings with Secretary of State Antony Blinken, Samantha Power and other influential women politicians representing American government and parliamentary structures. Tomorrow Olena will speak at Congress — on behalf of all Ukrainian mothers, all Ukrainian women, and this will be an important appeal. And I truly believe that it will be heard by those who make decisions in the US.

I held phone talks with three leaders today. Informed President of Poland Andrzej Duda about the situation at the front line. Discussed further steps against Russian aggression with him. Spoke with Prime Minister of Italy Mario Draghi. Thanked him for his honest and principled position in defense of our common European values. This evening I also spoke with the President of Côte d'Ivoire. Informed him about our efforts to counteract the food crisis created by Russia, which threatens the world with a large-scale famine.

The process of updating the country's power vertical is ongoing. Today I appointed new heads of oblast State Security Service administrations in Zakarpattia, Poltava, Sumy, Dnipropetrovsk and Kharkiv regions. Released one of the deputies of the head of SBU.

Thankful to members of the competition committee for selecting a leader of the Special Anti-Corruption Prosecutor's Office for finalizing the competition. The decision on the winner has been approved.

Appointed a new Minister of Social Policy of Ukraine — Oksana Zhlonovich. Expect more activity from her in explaining to people all nuances of state social policy — specific rights of citizens, mechanisms for payments and other opportunities provided by the state. Also need to accelerate updating the regulatory framework for social policy, and the role of the minister should be significant.

It is very important that today the Verkhovna Rada of Ukraine implemented an initiative of Head of Office of the President Andriy Yermak on creating a special commission to oversee the use of weapons provided by our partners. The commission includes representatives from all parliamentary factions and groups.

I want to emphasize: there is no basis for any claims against our state regarding this issue. Our partners are fully informed about how we use the provided weaponry. But in order to counteract manipulations by Russian propagandists and those who help them in Ukraine or elsewhere, such an additional parliamentary oversight tool will work.

Signed another decree on awarding our soldiers. 185 servicemen were awarded state honors, five of them posthumously.

Eternal glory to all who gave their lives for Ukraine!

Glory to all who defend and strengthen our state!

Glory to Ukraine!"
