"Ukrainians! Ukrainians!
All our defenders and defenders!
In Odesa region, the debris from a Russian missile strike on Serhiivka is being cleared. Three missiles hit an ordinary residential building, a nine-story apartment where no weapons, military equipment, or ammunition were hidden, as Russian propagandists and officials often claim. This was just a regular building with about 160 people living there—ordinary civilians. The missile strike also damaged a resort base—an absolutely typical object for a coastal area.
I emphasize: this is deliberate, targeted Russian terror, not some mistake or accidental hit by missiles. Four members of one family were killed... A 12-year-old boy named Dmytro was among the dead... As of now, there are 21 people on the list of fatalities and nearly 40 injured. The numbers have been changing throughout the day, unfortunately, with the number of deaths increasing.
At the same time as missiles hit Serhiivka, missiles were also launched at Zatoka. Twelve missiles struck Mykolaiv—different objects in the city. This is just over one night and morning... My condolences to all relatives and loved ones whose lives were taken by these strikes.
I am especially grateful to the United States of America and President Biden for announcing today a new package of support for Ukraine, which includes very powerful NASAMS systems. A surface-to-air missile system that will significantly strengthen our air defense. We have worked hard to secure this supply. In total, this package is worth $820 million and, in addition to NASAMS, it also contains ammunition for artillery and radars.
We are actively negotiating with partners about new weapons for the Donbas, Kharkiv region, and southern Ukraine—this is necessary. We are doing everything to break the occupier's advantage.
Today, the Prime Minister of Norway visited Kyiv. We discussed further defense support for Ukraine and strengthening sanctions against Russia with him. Norway has already provided us significant support, but there will be an additional package worth 1 billion euros. Thank you very much. We won't forget.
We have formed a special group on international security guarantees for Ukraine. The group is led by Anders Fogh Rasmussen, former NATO Secretary General (he arrived in Kyiv today). My office head Andriy Yermak will also work with him.
The group includes influential figures from various democratic countries around the world—Australia, USA, Sweden, UK, Germany, Poland, France, Italy, and of course Ukraine. The main task of the group is to develop a format for security guarantees for our country that will work long-term and effectively, so there are no future aggressions.
We are expanding Ukraine's foreign policy ties with Latin America. I held talks with leaders from Argentina and Chile. Ukrainian interests will be represented everywhere in the world.
Despite the war, despite all threats, we do not stop our movement towards the European Union. Today in the Verkhovna Rada, I signed a statement on European integration together with the speaker and our Prime Minister. We have documented that we are starting to move from candidate status to full membership.
I am grateful to President of the European Commission Ursula von der Leyen, who today in her address to the Verkhovna Rada expressed clear support for Ukraine. We will not waste time. I believe that Ukraine can gain membership as energetically as we gained candidate status.
I am grateful to everyone who is helping our country today and to everyone who defends our country.
Glory to Ukraine!"
