52 teams are divided into 13 groups of four participants each. The host nation Wales automatically received a bye for this tournament, while Spain will enter the elite round of qualification.
The top two teams from each group in the qualifying round and the best third-placed team will join Spain in the elite round. It will take place in spring 2026 and seven groups will determine seven national teams that, along with Wales, will make up the final stage of UEFA-2026 (U-19).
