At the group stage, 15 teams played against each other in two rounds within groups "A" and "B", and the top two teams from each group advanced to the playoffs: «Минай» (Zakarpattia), «Погорина» (Kostopil, Rivne Oblast), «Юність» (Chernihiv), «Маріуполь» (Donetsk Oblast).

The final stage matches took place in Buzhak (Lviv Oblast) at the local DYSK stadium.

According to the regulations, the winner of the first league was supposed to advance directly to the higher league, while second and third place teams were to play transitional matches with 11th and 10th placed teams in the elite division. However, none of the representatives from the first league will be eligible for promotion due to not having completed the required accreditation procedure.
