A UEFA Executive Committee meeting took place in Prague where a number of important decisions for European football were approved.

In particular, the committee approved a new UEFA strategy for women's football for the period from 2024 to 2030. All details will be published in the coming weeks when it is officially launched.

Distribution of solidarity payments for clubs not participating in European competitions for the 2024–2027 cycle

Last year, the UEFA Executive Committee approved a significant increase in the distribution of solidarity payments to clubs that do not participate in men's club competitions of UEFA for the 2024–2027 cycle. According to this, the amount will grow from 4% to 7% of the forecasted threshold revenue of 4.4 billion euros. This amounts to 308 million euros — an increase of nearly 80% compared to the previous cycle.

At today's meeting, the executive committee ratified the criteria for distributing new sums. It was confirmed that there would be limitations on distribution among the top five associations (England, Spain, Italy, Germany and France): each of them will receive 10 million euros. Thus, funds available to the remaining 50 associations will increase from the current 135 million euros to a total of 258 million euros. 70% of these sums will be distributed based on their position in the UEFA access list, while 30% will be proportionate to the amounts received by the most profitable club in each association, which is an innovative concept aimed directly at competitive balance within domestic leagues.

The main principles are as follows:

— funds reserved for clubs in the top division that do not participate in UEFA Champions League, UEFA Europa League and UEFA Conference League phases;

— these funds are intended to support competitive balance in top-division leagues of Europe where some clubs benefit from additional revenue sources due to participation in European competitions;

— part of the funds may be directed towards second division clubs with the consent of top division clubs;

— funds improve or strengthen club structures and management standards, thereby promoting healthy development of European club football;

— to be eligible for these payments, clubs must meet certain UEFA licensing criteria, with youth training criteria still being a decisive element.

All details of the new solidarity distribution scheme will be communicated in a circular letter in the coming weeks.

UEFA Champions League 2027 Final

Since the Milan municipality was unable to guarantee that the San Siro stadium and its surroundings would not be affected by construction work during the UEFA Champions League final in 2027, it was decided not to designate Milan as the venue and to reopen the tender process for determining the appropriate location. The decision is expected in March/April 2025.

Host of Euro-2025 (U-19) Futsal

The final stage of the U-19 Euro-2025 futsal tournament will be hosted by Chisinau, the capital of Moldova.

The next UEFA Executive Committee meeting is scheduled to take place in Lausanne on December 16, the day before the draw for the final tournament of Euro-2025 women's championship.
